Various of Harper sitting with other delegates during the meeting\u003cbr/\u003eCanadian Prime Minister Stephen Harper on Monday met with president Alvaro Uribe at the Narino's palace to start negotiations between the two countries on the TLC  (Free Trade Agreement) and discuss issues such as human rights and bilateral relations.\u003cbr/\u003eHarper arrived in Bogota on Sunday for the first visit by a Canadian prime minister to Colombia in 50 years.\u003cbr/\u003e\"I believe our free trade negotiations actually began today,\" Harper told a news conference. \u003cbr/\u003e\"It's a very exciting time. told Harper before his trip, that it was concerned over the alleged ties between paramilitaries and Uribe's government. \u003cbr/\u003eUribe's government has come under strong criticism by the United States congress because of human rights matters and has been linked through some of its members to paramilitaries groups.\u003cbr/\u003eEight close Uribe allies in Colombia's Congress, as well as his former domestic intelligence chief, have been jailed for allegedly colluding with right-wing militias in a reign of terror that nearly subverted Colombian democracy.\u003cbr/\u003eThe paramilitaries, which arose in response to kidnappings and extortion by leftist rebels and gained control of the entire Caribbean coast during the past decade, demobilised two years ago under a peace pact with Uribe's government.\u003cbr/\u003eUribe said it was important to tackle the human rights issue.\u003cbr/\u003e\"We consider it so important that the labour and human rights chapter is included in the negotiation clearly with the details for the tranquillity of our nations,\" said president Uribe at the press conference after Harper raised his concerns on this issue.\u003cbr/\u003eDuring the news conference, Harper also expressed his condolences to the relatives of the kidnapped lawmakers who were reportedly killed by Colombia's largest guerrilla group, the FARC (Revolutionary Colombian Armed Forces).\u003cbr/\u003eUribe and Harper met for the first time in Mexico, 2006, while the inauguration of president Felipe Calderon.\u003cbr/\u003eAfter Colombia, Harper will be visiting Chile, Barbados and Haiti to meet with their leaders as a part of a six-day trip to refocus his government's international attention on the
