earlier optimism fading as officials predicted the Red River would reach a record-high crest of 41 feet (12.5 metres) by the weekend.\u003cbr/\u003eThousands of volunteers who have been piling sandbags for days scrambled to add another foot to Fargo's dike protection, and official briefings lost the jokes and quips that had broken the tension earlier in the week. \u003cbr/\u003eInstead, Thursday's meeting opened with a prayer.\u003cbr/\u003eThe city of 92-thousand unveiled a contingency evacuation plan on Thursday afternoon.\u003cbr/\u003eThe sandbag-making operation churned on as furiously as ever, and fresh bags were piled up by volunteers who endured temperatures below 20 degrees in the race to sandbag the river to a height of 43 feet (13.10 metres).\u003cbr/\u003eLeon Schlafmann, Fargo's emergency management director, said he was confident they would succeed by the end of Thursday.\u003cbr/\u003eAs the struggle continued in Fargo, the threat in the state capital of Bismarck was receding, after explosives were used to attack an ice jam on the Missouri River south of the city of 59-thousand people.\u003cbr/\u003eAt least 1,700 people had been evacuated from low-lying areas of Bismarck before the river level began to fall.\u003cbr/\u003eCrews were also rescuing stranded residents in rural areas south of Fargo. \u003cbr/\u003eAs the river crept perilously close to houses built along the Red River, residents held out hope that the final sandbagging effort would work. \u003cbr/\u003eThe southern parts of Fargo, mostly residential areas, were seen as the most vulnerable, and the city was building contingency dikes behind the main dike in some areas.\u003cbr/\u003eThe river was almost 39 feet (11.88 metres) by midday on Thursday and was expected to crest on Saturday. \u003cbr/\u003eThe Red River hit 39.57 feet (12.06 metres) in 1997, and the record is 40.1 feet (12.22 metres) in 1897.\u003cbr/\u003eThe city said that if there is a levy breach and an evacuation is necessary, residents will be notified via sirens, an automated phone recorded message system and emergency broadcasts.\u003cbr/\u003eMayor Dennis Walaker conceded that the city's
