which oversees the weapons inspections - is to meet on  Friday to discuss ways to reform procedures for monitoring Iraq's arms arsenal and  preventing it from developing weapons of mass destruction.\u003cbr/\u003eThe mood across Baghdad was upbeat Thursday as a three-week standoff with  Washington eased.\u003cbr/\u003eChildren at this school chanted, \"Down with America,\" as they waved pictures of their  president, Saddam Hussein.\u003cbr/\u003eSome of the signs -
