two (m) million where more than 90 percent of the population is ethnic Albanian, has said it will not declare independence without the approval of the European Union and the United States.\u003cbr/\u003eSerbia has rejected phased-in, supervised statehood for Kosovo, a region it considers its historic homeland.\u003cbr/\u003eEuropean nations see unity over Kosovo's status as vital for the 27-nation union, and feel that failure to speak with one voice would damage the union's credibility in the Balkans. \u003cbr/\u003eEU leaders will try to overcome Cypriot objections at
