Basescu.\u003cbr/\u003eThousands of fictitious personal identity numbers were created, Geoana said. \u003cbr/\u003eHe said his party has evidence that, in one instance, hundreds of voters shared one address - that of a small house in Bucharest.\u003cbr/\u003eRomania is one of the European Union's poorest countries, and Geoana said there is also evidence of widespread vote-buying. \u003cbr/\u003eHe is appealing the result to the country's Constitutional Court and demanding new elections.\u003cbr/\u003eThe court is scheduled to rule this week on whether the results are valid.\u003cbr/\u003eThe Liberal Democratic Party, which supports Basescu, denied fraud and said Geoana didn't know how to lose with grace.\u003cbr/\u003eBasescu said on Wednesday that \"we have to avoid the lies, the misinformation and other unfair actions,\" and appealed to Geoana to \"end the competition.\" \u003cbr/\u003e\"We urgently need a political class out of the high temperature of the help it shake its reputation for corruption, and allow it to climb out of its worst recession in 20 years.\u003cbr/\u003eEven before Sunday's runoff, the situation was chaotic.\u003cbr/\u003eIn September, a vice prime minister charged that plans for electoral fraud were already under way. \u003cbr/\u003eThat led the prime minister, Emil Boc, to fire him in October - after which Parliament dismissed Boc himself with a vote of no confidence.\u003cbr/\u003eThe country has been without a government since then.\u003cbr/\u003eBecause of that, the International Monetary Fund suspended a 1.5 (b) billion euro (2 (b) billion US dollar) loan meant to help pull the country out of recession.\u003cbr/\u003eWhile the instability continues, the loan is unlikely to be released. \u003cbr/\u003eThe International Monetary Fund wants Romania to have a government and a 2010 budget first - and neither will happen until the election issue is resolved.\u003cbr/\u003eIn the meantime, unemployment is 7
