deteriorating inter-Korean ties. \u003cbr/\u003eAbout a year after the first South Korean tourists began visiting historic sites in Kaesong, about 70 kilometres (45 miles) northwest of Seoul, the tour program has become the latest casualty of escalating tensions between the two Koreas.\u003cbr/\u003eOn Monday, Pyongyang said it would stop the one-day tour to Kaesong and strictly restrict cross-border passages from next week, in retaliation for what it sees as South Korea's hard-line policy on the North.\u003cbr/\u003eAbout 200 South Korean tourists were visiting a scenic waterfall, a historic temple and other sites in Kaesong and returning to Seoul later in the day, said an official at Hyundai Asan Corporation, the North Korean business arm of South Korea's Hyundai conglomerate. \u003cbr/\u003eOn Saturday and Sunday, Hyundai Asan will withdraw most of its staff and vehicles from Kaesong as North Korea demanded. \u003cbr/\u003eRelations between South and North Korea have deteriorated since the conservative President Lee took office in February, telling Pyongyang to live up to its pledge of abandoning its nuclear weapons program. \u003cbr/\u003eIn response, North Korea has accused him of ignoring accords reached at inter-Korean summits in 2000 and 2007.\u003cbr/\u003eIt remains uncertain whether North Korea's measures would affect the latest inter-Korean business project, a sprawling industrial zone in Kaesong where 88 South Korean firms employ about 35,000 North Korean workers and produce kitchenware, clothes and watches. \u003cbr/\u003eThe train service to the North was also suspended at Pyongyang's behest, and nine South Korean officials at the inter-Korean economic cooperation office will be brought back to Seoul, with other officials and workers.\u003cbr/\u003eNorth Korea is also cutting back the number of border openings for Kaesong workers and vehicles to six times a day, three times for those going up and the other times for those coming back, according to the Unification Ministry.\u003cbr/\u003eUnification Ministry spokesman Kim Ho-nyeon said Seoul has proposed that some 2,000 South Koreans should be allowed to stay in the 1,500-1,700 South Koreans in the zone on an average day, South Korean officials said.\u003cbr/\u003eTours to Mount Geumgang, the first North Korean destination opened to tourists, on the North's east coast were halted in July when a South Korean tourist was shot dead by a North Korean soldier.\u003cbr/\u003ePresident Lee Myung-bak, elected a year ago on support from critics of the so-called 'sunshine policy' of engaging the North, favours reciprocity in relations with the Communist neighbour. \u003cbr/\u003eHe has said that expansion of inter-Korean economic cooperation, promised under the two summit agreements in 2000 and 2007, should be tied with the North's denuclearisation and opening up of markets.\u003cbr/\u003eThe Lee administration also co-sponsored a UN resolution last
