Close tilt down of Carter writing in book\u003cbr/\u003eFormer US President Jimmy Carter met Cuban President Raul Castro on Tuesday at the Government Palace in Havana as part of a three-day trip to explore ways to improve ties soured by a half-century of opposition.\u003cbr/\u003eCastro and Carter exchanged small talk in the presence of the media before withdrawing behind closed doors. \u003cbr/\u003eWashington and Havana have not had formal diplomatic relations since the 1960s, and the United States maintains economic and financial sanctions against the island, one of the biggest points of contention for the Cuban government.\u003cbr/\u003eHavana also wants the United States to release five Cubans convicted of being unregistered foreign agents and sentenced to lengthy prison sentences.\u003cbr/\u003eThese poor relations have also been strained by the conviction this month of US government contractor Alan Gross, who was found guilty of illegally importing telecommunications equipment.\u003cbr/\u003eSpeaking to the press while on a visit to the Bethlehem Convent, Carter was asked if he was in Cuba to take Gross back to the United States.\u003cbr/\u003eCarter said he talked with Cuban officials about the Gross case, but added, \"I am not here to take him out of the country.\"\u003cbr/\u003eGross was arrested in December 2009 while working on a USAID-backed democracy-building project. He was sentenced to 15 years in prison for crimes against state security.\u003cbr/\u003eHavana considers USAID programs such as the one Gross was working for to be aimed at undermining the government.\u003cbr/\u003eCarter previously visited Cuba in 2002, becoming the only former US president to do so since the 1959 revolution. On that six-day tour, he met with then-President Fidel Castro and criticised both Washington's economic embargo against the island and the lack of political plurality in Cuba.\u003cbr/\u003eDuring the Carter administration, the two nations enjoyed better-than-usual ties and opened interest sections, which some countries maintain instead of embassies, in their respective
