Lyft car driving away\u003cbr/\u003eHailing a cab just got smarter in San Francisco where people are using new mobile apps on their smart phones to get a ride. \u003cbr/\u003eBut the new services have angered traditional cabbies who say they are illegal cabs which are not regulated. \u003cbr/\u003eShelby Stone is a new breed of taxi driver.\u003cbr/\u003eShe is 23 and a student at San Francisco State University is a driver for the ride summoning service, Lyft.\u003cbr/\u003eShe drives for Lyft three or four times a week to help pay her car expenses and other bills.\u003cbr/\u003eShe is collecting passenger Hesky Kutscher from a pre-arranged spot and taking him where he needs to go.\u003cbr/\u003eHe says the service helps him get around town.\u003cbr/\u003e\"There are no deep thoughts involved here. I need to get from A to B. They do it well and they do it for a good price. And the drivers are friendly.\"\u003cbr/\u003eLyft launched in San Francisco in June last year, 2012. \u003cbr/\u003eIt's cultivated a playful image with its pink moustaches attached to the front of drivers cars. Users sign up with their Facebook accounts. \u003cbr/\u003eStone says she loves the driving.\u003cbr/\u003e\"I have a blast with Lyft. It's so much fun. I pretty much do everything I like to do with my down time - drive around, enjoy the city, meet new people, listen to music, get to know different parts of the city I wouldn't normally explore, like the nooks and crannies.\" \u003cbr/\u003eMany US cities have services such as Lyft, Uber and Side car where people use their smartphones to request lifts using GPS-enabled mobile apps.\u003cbr/\u003eThe new companies offer different services. \u003cbr/\u003eUber allows passengers to use their smartphones to summon luxury cars driven by professional drivers. \u003cbr/\u003eCustomers' credit cards are charged fares based on time and distance. \u003cbr/\u003eLyft and SideCar describe themselves as community \"ridesharing platforms\" that connect riders and drivers, who use their own vehicles. \u003cbr/\u003eAfter each ride, passengers are asked for a voluntary donation based on what others paid for similar trips. \u003cbr/\u003eThe companies take a 20 percent cut. \u003cbr/\u003eLogan Green is the Lyft CEO and co-founder.\u003cbr/\u003eHe says the app is good for the city.\u003cbr/\u003e\"Eighty percent of the seats on the road are empty. And so we're excited about building a new form of transportation and rolling this out across the country.\"\u003cbr/\u003eBut traditional taxi operators like Barry Korengold, who heads the San Francisco Cab Drivers Association, say these services are little more than illegal cabs that don't have permits, pay city fees or follow regulations. \u003cbr/\u003e\"They're operating as taxis without the regulations that taxis are required to undergo.\"\u003cbr/\u003eKorengold says it makes it harder for taxi cab drivers to make a living\u003cbr/\u003e\"We're not trying to stifle technology. We're just saying do it the legal way. There are labour laws. We live in a society with laws so that there's order. It should apply to cab drivers too.\"\u003cbr/\u003eUber, which launched in 2010 and operates in 18 US cities, has been sued by the San Francisco cab drivers and Chicago car-service companies accused of breaking laws aimed at protecting public safety and unfair business practises. \u003cbr/\u003eThe San Francisco-based company has also run into trouble with regulators in New York, Vancouver, Boston and Washington, D.C. \u003cbr/\u003eThe California Public Utilities Commission last year issued 20,000 US dollar fines to Lyft, Sidecar and Uber for operating illegally. \u003cbr/\u003eThe agency says they are \"charter-party carriers of passengers\" that need permits certifying their drivers are properly screened, licensed and insured.\u003cbr/\u003eThe Commission has agreed to evaluate the safety of the Internet-based ride services and plans to draft new rules to regulate them over the next few months. \u003cbr/\u003eUntil those new rules have been written, the agency has reached agreements with Lyft and Uber that allows them to operate legally.\u003cbr/\u003eIt's in discussions with SideCar over its operations. \u003cbr/\u003eLyft and SideCar say they are ridesharing platforms and as such shouldn't be regulated like taxis or limos because rides are prearranged, payments are voluntary and the companies don't own the vehicles or employ the drivers. \u003cbr/\u003eLyft and Sidecar say they have measures to ensure passenger safety. \u003cbr/\u003eThey interview drivers, check driving records, conduct criminal background checks and inspect vehicles. \u003cbr/\u003eDrivers use their own insurance, but both companies provide additional coverage up to one million US dollars. \u003cbr/\u003eLyft and SideCar ask passengers and drivers to rate each other after each ride, too many low ratings, and the drivers are removed from the network. \u003cbr/\u003eBoth services have attracted a diverse group of drivers. \u003cbr/\u003eLyft drivers include PhD students who need a break from writing dissertations, preschool teachers  and artists seeking to earn extra money,  \u003cbr/\u003eOther US states are also figuring out how to regulate the new transportation apps. \u003cbr/\u003eMeanwhile Shelby Stone is now collecting passenger Brian Hickey.\u003cbr/\u003eHe says Lyft lifts are always fun. \u003cbr/\u003e\"Every single time I get into a car absolutely there's a conversation going on for sure.
