Victor Angelo, the top U.N. official in Sierra Leone, said at a news conference Tuesday. \u003cbr/\u003e````The point here ... is what would be the impact on security and stability in the sub-region if Mr. Charles Taylor is kept in Freetown?''''\u003cbr/\u003eLiberian President Ellen Johnson Sirleaf has expressed fear that Taylor''s supporters could use a trial in the region as an excuse to mount another insurgency in her country, one that could, like the war Taylor launched in Liberia in 1989, spill across the region.\u003cbr/\u003eAt his first court appearance on Monday before the U.N.-backed war crimes court, Taylor had asked through his lawyer that his case remain in Sierra Leone, where he is accused of backing brutal rebels during a 1991-2002 civil war. \u003cbr/\u003eTaylor, who has pleaded not guilty, argued that defence witnesses would find it difficult to travel to Europe.\u003cbr/\u003eNo date for the start of his trial has been set. It could take his defence months to prepare, and the question of where the trial will be held must also be resolved. \u003cbr/\u003eIn addition, Taylor has not yet named a legal team. \u003cbr/\u003eOn Monday, he was represented by a court-appointed lawyer who said Taylor may ask for financial help to mount a defence. In the past Taylor has been accused of stealing from the Liberian treasury and trafficking in blood diamonds.\u003cbr/\u003eThe U.N. Security Council is considering a British-sponsored draft resolution that Dutch officials had requested before agreeing to host the trial.\u003cbr/\u003eThe resolution includes a clause providing that witnesses and anyone else required for a fair trial will be able to appear before the trial court.\u003cbr/\u003eThe British draft was circulated with the understanding that it would not be voted upon until two other Dutch conditions are met: that a third country agrees to imprison Taylor if he is convicted and that the Hague-based International Criminal Court hosts the trial.\u003cbr/\u003e\"The transfer to the Hague is very much on the table and depends very much on the approval by the security council of the draft resolution that has been put forward.
