People getting up after news conference\u003cbr/\u003eAn international aid agency, The Global Fund to Fight AIDS, Tuberculosis and Malaria revealed on Thursday that the Reserve Bank of Zimbabwe had passed a deadline for returning seven (m) million dollars owed.\u003cbr/\u003eThe Global Fund has made it clear that no further money will flow into Zimbabwe until its central bank returns the sum to the agency. \u003cbr/\u003eTalking to reporters in New Delhi on Thursday, the agency's executive director Dr Michel Kazatchkine said the Reserve Bank of Zimbabwe had failed to return the money by Thursday, a deadline set by the bank itself.\u003cbr/\u003eInstead, the Bank had written to the agency saying the money would be returned the following week.\u003cbr/\u003eDr Kazatchkine said the agency had found no evidence of fraud but made it clear Zimbabwe would not receive any payments on existing grants, or receive approval on new grants, until the money was recovered in full.\u003cbr/\u003eGiving a background of the crisis, Dr Kazatchkine said the country's central bank had confiscated a total of 12 (m) million dollars from other banks in which money had been deposited for use in various projects. \u003cbr/\u003eClose to five (m) million dollars was returned but about seven (m) million dollars was still lying with the bank.\u003cbr/\u003eOther aid groups have reported difficulties assessing their own funds once they are deposited in Zimbabwe's central bank. \u003cbr/\u003eThe dispute threatens another request by President Robert Mugabe's government for an additional 400 (m) million dollars in health care funds.\u003cbr/\u003eZimbabwe has one of the world's worst AIDS epidemics, a collapsing health infrastructure and a growing hunger crisis.\u003cbr/\u003eIn addition to the issue of corruption, the country's cash shortages and banking problems are severely hampering efforts to feed the hungry and care for the sick, according to several aid agencies.\u003cbr/\u003eThe fund's board was scheduled to meet in New Delhi on Friday to decide the largest grant of three (b) billion dollars. \u003cbr/\u003eThe Global Fund, conceived in 2001 when the Group of Eight richest governments pledged to step up funding to fight HIV/AIDS and other global epidemics, is primarily a fundraising and disbursement agency based in Geneva.\u003cbr/\u003eMugabe, in power since independence from Britain in 1980, blames Western sanctions against his government for his country's extreme economic crisis. \u003cbr/\u003eBut critics point to corruption and mismanagement under his increasingly autocratic leadership.\u003cbr/\u003eHopes were raised when Mugabe signed a power-sharing arrangement in September, but little progress has
