Geneva-based agency, the World Meteorological Organisation, said in April that temperatures around the world rose 2.46 degrees Fahrenheit above the average since 1880. \u003cbr/\u003eThe concerns about climate change have led to increased interest in renewable energy which reduces the amount of carbon emitted into the atmosphere. \u003cbr/\u003eCarbon emissions are believed to play a major role in global warming. \u003cbr/\u003eThe European Union is hoping for a 20% reduction in emissions by 2020, a binding target of 20% for renewable in 2020, and a 20% reduction of energy consumption in 2020.\u003cbr/\u003eWhile discussions on climate change continue to heat up, the Portuguese government is pushing for greener and more efficient sources of renewable energy.\u003cbr/\u003eAcross the country various cutting edge projects are leading the way in green energy.\u003cbr/\u003ePortugal is famed for its sunny beaches and its warm summers, but now the country hopes to become one of the world's leaders in renewable energy.\u003cbr/\u003eThe government is hoping to exploit the nation's climate to generate wind and solar energy.\u003cbr/\u003eAlready on the outskirts of the capital Lisbon large wind farms are in use.\u003cbr/\u003eJoaquim Pina Moura, the Portuguese Minister of Economy, says the country is hoping to promote renewable energy and reduce the nation's dependency on foreign imported commodities.\u003cbr/\u003eThe town of Serpa, in the Southern Alentejo region, is showcases the government's shift towards large scale sources of green energy.\u003cbr/\u003ePiero dal Maso is the head technician at the world's largest solar plant, which was completed in 2007. \u003cbr/\u003eHe says the plant is capable of meeting the energy needs of more than 8,000 homes and saves 2,000 metric tons of CO2 per year.\u003cbr/\u003eDal Maso says the Serpa plant has 52,000 solar panels across 60 hectares and generates eleven megawatts.\u003cbr/\u003eMost solar plants have a capacity of one or two megawatts, instead the project takes full advantage of the excellent environmental conditions in Portugal for solar power generation.\u003cbr/\u003eDespite the plant's size, Serpa's inhabitants are proud their town is on the front line in the fight against climate change.\u003cbr/\u003ePedro Lentinho, one of the town's locals, says he is happy with the plant since it is not causing any damage and creating employment.\u003cbr/\u003eJoao Cecinando, the town Mayor, says the locals are proud to help, even if indirectly, in the fight against climate change.\u003cbr/\u003eOne of the environmental organisations trying to promote the use of green energy is Quercus. \u003cbr/\u003eThe head of the organisation is Francisco Fraga.\u003cbr/\u003eHe says they are actively involved in trying to improve the efficiency of generation, distribution, and consumption of renewable energy sources.\u003cbr/\u003eAnother local example of clean energy is Solar XXI, a state of the art structure located in the outskirts of Lisbon.\u003cbr/\u003eElder Goncalves, the engineer responsible for INETI Solar XXI building, says a building like the Solar XXI is helping in understanding all the aspects of solar energy.\u003cbr/\u003eThe unique building is built on the campus of INETI Technological Institute (Instituto Nacional de Engenharia Tecnologia e Inovacao). \u003cbr/\u003eInaugurated in 2006, it is equipped with solar panels which generate eighty percent of the structure's total energy needs.\u003cbr/\u003eIt also has a passive air cooling system for the summer, and central heating during the winter months. \u003cbr/\u003eAccording to official statistics released by EU, Europe relies on over 80 per cent of its foreign energy sources. \u003cbr/\u003ePortugal wants to raise its share of electricity consumed from renewable sources from 39% to 45% in 2010. \u003cbr/\u003eThe country wants to play a key role at the United Nations Climate Convention in December in Bali, when world leaders will discuss an international post-Kyoto agreement on climate change and CO2 emissions.
