to adopt important police reform laws.\u003cbr/\u003eOn Thursday evening, the lower house of Parliament passed a compromise proposal for police reforms that ended years of discussion about how to integrate the country's two existing, ethnically divided police forces.\u003cbr/\u003eThe reform package still must be approved by the upper house of Parliament, but little opposition is expected when it votes on Monday.\u003cbr/\u003eSpeaking to AP Television on Friday, Bosnian foreign minister Sven Alkalaj confirmed that the House of Representatives had adopted two laws which were a pre-condition for signing the pre-membership Stabilisation and Association Agreement. \u003cbr/\u003e\"This is a very large step forward on the path towards joining European Union,\" Alkalaj said.  \"I think this step is clear signal that Bosnia-Herzegovina has decided unconditionally to move towards European Union.\"\u003cbr/\u003eAlkalaj welcomed the move as a step forward for the country and its the pre-membership Stabilisation and Association Agreement with Bosnia and will now review the details of the adopted bill to ensure it complies with the standards the EU has set.\u003cbr/\u003eBefore the EU approves the signing of the agreement, it will also assess whether the country has properly fulfilled other conditions, including its laws on public broadcasting and public administration and whether it is cooperating with the international war crimes tribunal, an EU spokeswoman said in Brussels.\u003cbr/\u003ePending the adoption of the police reform by the upper house of Parliament and the EU's positive assessment of Bosnia's progress, the pre-membership agreement could be signed in late April or early May.\u003cbr/\u003eIf properly implemented, the agreement is the gateway to candidate status.\u003cbr/\u003eReforms in Bosnia are slow because of the complex setup of the country.\u003cbr/\u003eThe peace agreement that ended three and a half years of war in 1995 divided the country into a Serb Republic and a Bosniak-Croat Federation, each with its own police force. \u003cbr/\u003eThe EU demanded a unified force which led to four years of debate among Bosnia's divided politicians.\u003cbr/\u003eBosnian Serb politicians have long refused to agree to a merger of the two police forces, fearing it might lead to the loss of their separate territory within Bosnia. \u003cbr/\u003eBosniaks, on the other hand, demanded a complete merger.\u003cbr/\u003eThe EU said a way must be found to at least make the police more effective, free from political influence and financed from a joint budget.\u003cbr/\u003eThe compromise approved on Thursday does not foresee the merger of the two existing police forces but establishes seven bodies that will coordinate police work and integrate some areas such as education or forensics.\u003cbr/\u003eSome Bosniak lawmakers argued the compromise offers only \"cosmetic\" changes to the existing structure and that it was designed to satisfy the EU but not improve security in Bosnia.\u003cbr/\u003eSome Bosnian Serb lawmakers argued that cooperation of the two police forces is good and a merger is not necessary at all.\u003cbr/\u003eHowever, for the sake of moving closer to EU membership, lawmakers adopted the police reform.\u003cbr/\u003eCroatia is the only western Balkan nation trying to join the EU that may be ready before the end of the decade, according to a recent EU report. \u003cbr/\u003eThe others will need at least five years to prepare themselves economically and
