Johnson, the agency's deputy director.\u003cbr/\u003eThe questions were predictably soft and gratuitous.\u003cbr/\u003e\"I'm very happy with FEMA's response,\" Johnson said in reply to one query from an agency employee.\u003cbr/\u003eFEMA gave real reporters only 15 minutes notice about Tuesday's news conference. \u003cbr/\u003eBut because there was so little advance notice, the agency made available an 800 number so reporters could call in. \u003cbr/\u003eAnd many did, although it was a listen-only arrangement.\u003cbr/\u003eIn a separate development, the Bush administration and New York agreed on Saturday on a compromise creating a more secure driver's licence for US citizens and allowing illegal immigrants to get a version.\u003cbr/\u003eNew York is the fourth state to reach such an agreement, after Arizona, Vermont and Washington. \u003cbr/\u003eThe issue is pressing for border states, where new and tighter rules are soon to go into effect for crossings.\u003cbr/\u003eThe deal came about one month after New York Governor Eliot Spitzer announced a plan whereby illegal immigrants with a valid foreign passport could obtain a license.\u003cbr/\u003eThe agreement with the Homeland Security Department would create a three-tier license system in New York, the largest state to sign on so far to the government's post-September 11 effort to make identification cards more secure.\u003cbr/\u003eSpitzer, who faced much criticism on the issue, said the deal meant New York \"will usher in the most secure licensing system in the nation\".\u003cbr/\u003eChertoff said he was not happy that New York intended to issue IDs to illegal immigrants, but said there was nothing he could do to stop it.\u003cbr/\u003e\"I don't endorse giving licenses to people who are not here legally, but federal law does allow states to make that choice,\" Chertoff said.\u003cbr/\u003eNew York is to produce one ID that will be as secure as a passport and is intended for people who soon will need to meet such requirements, even for a short drive to Canada.\u003cbr/\u003eA second version of the license will meet new federal standards of the Real ID Act, a law designed to make it much harder for illegal immigrants or would-be terrorists to obtain licenses.\u003cbr/\u003eA third type of license will be available to undocumented immigrants. \u003cbr/\u003eSpitzer said this ID would make the state more secure by bringing those people \"out of the shadows\" and into American society, and by lowering auto insurance rates.\u003cbr/\u003eNew York has between 500-thousand and one (m) million undocumented immigrants, many of whom are driving without a license and car insurance or with fake driver's licenses, Spitzer said in September when he announced his executive order.\u003cbr/\u003eThe administration has not finalised standards for Real ID-compliant driver's licenses, but Spitzer said he believed the new licenses would meet those standards or come very close.\u003cbr/\u003eMany states have complained it is far too expensive to comply with the new law. \u003cbr/\u003eNeither the governor nor Chertoff would say how much it would
