Aerial shot of New York City skyline with bridges \u003cbr/\u003eThe New York Police Department (NYPD) is working on a plan to track every car, truck or other vehicle entering Manhattan and screen it for explosives, radio-active material or any other potential terror threat.\u003cbr/\u003eOperation Sentinel is being developed alongside a separate 90 (M) million US dollar initiative to tighten security at the site of the destroyed World Trade Centre and elsewhere in lower Manhattan in response to the September 11 attacks in 2001.\u003cbr/\u003ePolice officials say Operation Sentinel will rely on licence-plate readers, radiation detectors and closed-circuit cameras installed at the 16 bridges and four tunnels serving Manhattan. \u003cbr/\u003eAbout a (M) million vehicles drive onto the island every day.\u003cbr/\u003eThe vehicle data - licence plate numbers, radiological readings and photos - will be automatically analysed by computers programmed with information about suspicious vehicles.\u003cbr/\u003ePolice say the terror-alert system can help them intercept attackers before they do harm, or confirm they have not entered the city and should be sought elsewhere.\u003cbr/\u003ePolice Commissioner Ray Kelly said the Sentinel proposal was \"a comprehensive security programme to protect the lower Manhattan area, indeed all of Manhattan from vehicle born explosive devices\".\u003cbr/\u003eHe stressed that the licence plate information obtained via Sentinel \"will only be maintained in our database for 30 days, it will be expunged after 30 days\".\u003cbr/\u003eBut the proposal has raised red flags for civil rights advocates.\u003cbr/\u003e\"When we have the government creating a database of all of our movements and our faces and who knows what else, it's a lot different than having a camera next to an ATM machine,\" said Matt Faiella of the New York Civil Liberties Union.  \u003cbr/\u003eHe added that the public needed to be better informed of the measures before they take effect. \u003cbr/\u003e\"We think that Operation Sentinel and a lot of the surveillance initiatives that the police are planning are an attack on our right to privacy here in New York,\" he told AP Television. \u003cbr/\u003eAlthough police stress that law-abiding citizens have nothing to fear, New Yorkers on the street and in their cars gave mixed reactions to Operation Sentinel. \u003cbr/\u003eMatthew Lesinski, a New York commuter who often drives into the city, said it was a bad idea. \u003cbr/\u003e\"It's more like being under Communist reign instead of being in free country and being able to choose where you want to go, when you want to go, and not be monitored at all times. prepared by the NYPD's counterterrorism division that also outlined other measures already being implemented to secure lower Manhattan in a post-9/11 world.\u003cbr/\u003eThe plan calls for 116 fixed and mobile licence-plate readers and three-thousand closed-circuit cameras monitored by officers assigned to a command centre on Broadway. \u003cbr/\u003eIt has been was modelled in part on the \"ring of steel\" surveillance measures in the financial district of Britain's capital, which Kelly said had helped thwart bomb plots there.\u003cbr/\u003eThe NYPD's vehicle theft division already uses unmarked police cruisers with two cameras mounted on the roof to read licence plates of passing cars and those parked on either side of the street. \u003cbr/\u003eLaptop computers inside the cruisers compare plate numbers to a computerised data base with information on stolen and suspicious cars, and signal if there's a hit.\u003cbr/\u003eThe systems have assisted in the recovery of hundreds of
