Now, how you as I say, mediate that, you can speculate on a lot, but I don't think at this moment in time, the problem is the method of mediation - I think it is the absence of a clear will on those running Gaza and perhaps an absence of a clear offer on the part of those from the outside. Now, if you could match... if you could get those two things together, I think it's possible to start changing the reality in Gaza and I do, and I have said this all the way through the last year; you will not get a peace deal whilst Gaza remains as it is.\"\u003cbr/\u003e11. Blair exiting stage\u003cbr/\u003eFormer British Prime Minister, Tony Blair recommended on Wednesday that Israelis and Palestinians work on the Middle East impasse from the \"bottom up\". \u003cbr/\u003eBlair made his comments at an event for the Council for Foreign Relations in Washington.\u003cbr/\u003eBlair, who currently is the Quartet representative for the US, United Kingdom, Russia and the United Nations, said that to date the reality on the ground for Israelis and Palestinians has not passed \"the minimum threshold of credibility for the political negotiation to succeed.\"\u003cbr/\u003eArguing that the foundation for an Israeli-Palestinian agreement was \"lop-sided and uncertain\", Blair urged the two parties to begin a comprehensive reassessment of the political process.\u003cbr/\u003eThe Bush administration brought together the two parties in Annapolis in late 2007 with the original goal of a agreeing on a peace deal before Bush left office in January 2009.\u003cbr/\u003eBut despite a lot of talk, Bush's two trips to the region and eight more by US Secretary of State Condoleezza Rice, all three parties have acknowledged the year-end target will not be met.\u003cbr/\u003eHowever Blair said he remained confident that the international community would push for fresh progress with urgency and determination - referring to the coming change of US leadership.\u003cbr/\u003eHe blamed the absence of a \"clear will\" on the rulers of Gaza for the current impasse, however he suggested the lack of a \"clear offer\" from those outside of Gaza may be equally to blame.\u003cbr/\u003eThe idea that people of different different faiths, cultures and creeds could live together peacefully, was one he championed. \u003cbr/\u003eBut Blair made it clear - there would be no peace deal so long as Gaza remains in its current state.\u003cbr/\u003eRivalry between Fatah and Hamas intensified after the latter seized power of the Gaza Strip in 2007.\u003cbr/\u003eIsrael and Egypt subsequently closed its borders with Gaza, allowing in only humanitarian aid, fuel and a trickle of goods. \u003cbr/\u003eSince then, President Mahmoud Abbas has been left ruling the West Bank, where his security forces have moved against Hamas, shutting down Hamas institutions, arresting hundreds of activists and stopping Hamas funding.\u003cbr/\u003eIn turn, Hamas has cracked down on Fatah activists in the Gaza Strip.\u003cbr/\u003eLast month Hamas boycotted Egypt-mediated Palestinian reconciliation talks in Cairo. \u003cbr/\u003eIsrael tightened its closure of Gaza in early November, trying to force Palestinian militants to halt renewed rocket fire.\u003cbr/\u003eThe territory suffers widespread power blackouts and shortages of cooking gas as a result.\u003cbr/\u003eMeanwhile, Blair commented on US President-elect Barack Obama's national security team, describing it as \"very very strong\".\u003cbr/\u003eObama unveiled his former rival Senator Hillary Clinton as his choice for secretary of state and General Jim Jones as his choice for national security adviser.\u003cbr/\u003eObama has pledged to make progress on the Israeli-Palestinian conflict a key diplomatic priority from his first day in office. \u003cbr/\u003eHe has called for a sustained push to achieve the goal of two states, a Jewish state in Israel and a
