Wide shot of congress\u003cbr/\u003eAs Bolivian lawmakers met on Saturday to begin choosing a new president for this poor South American nation, a wealthy businessman who grew up in the United States was virtually assured of beating an Indian coca grower.\u003cbr/\u003eThe session of congress was expected to last through the night with the final vote Sunday morning. All 157 lawmakers were to make speeches.\u003cbr/\u003eThe legislative vote pits centrist millionaire and former president Gonzalo Sanchez Lozada against Evo Morales, an Aymara Indian and leader of the nation's coca growers. Coca is used to make cocaine but is also a traditional Andean crop that can be chewed or used to make tea.\u003cbr/\u003eThe two men were the top vote-winners in Bolivia's June presidential election, and the runoff was called because neither won with an outright majority.\u003cbr/\u003eSmall groups of supporters of both candidates gathered outside congress and authorities said 3,000 police had been mobilized to guarantee security.\u003cbr/\u003eThe outcome appeared so certain that Sanchez de Lozada spent Saturday working on the makeup of his cabinet, while Morales negotiated the selection of members of his Movement to Socialism party to key legislative posts.\u003cbr/\u003eSanchez de Lozada, who governed Bolivia from 1993 to 1997, virtually assured his re-election last week when he struck a deal with his rival and former president Jaime Paz Zamora. Zamora's support gave him more than the 79 votes he needs to win.\u003cbr/\u003eMorales, a blunt talking leftist who placed a surprise second in June, has vowed to lead a strong opposition.\u003cbr/\u003eMorales is known for his ability to promote strikes and protests, and has organized paralyzing highway blockades by his Aymara Indian colleagues and supporters of coca growers.\u003cbr/\u003eOne area of confrontation appears inevitable. Morales fiercely opposes a US-backed program to eradicate coca leaf plantations while Sanchez de Lozada has vowed to continue the eradication effort.\u003cbr/\u003eThe new president will take office as Bolivia and much of the rest of Latin America faces tough economic times.\u003cbr/\u003eBolivia is South America's poorest country.
