Powell convoy leaving \u003cbr/\u003eUS Secretary of State Colin Powell on Sunday spent three hours in talks with the Palestinian leader Yasser Arafat who remains under Israeli confinement in his rocket-scarred Ramallah headquarters. \u003cbr/\u003eThe two men were seated at a long table in a dining room with Palestinian and American aides at their side.\u003cbr/\u003eIn the delayed talks with Arafat, Powell pressed him to take \"effective action\" to end Palestinian attacks against Israel.      \u003cbr/\u003eAfterwards, Powell said the meeting had been constructive and useful, but didn't
