Rumsfeld on Monday.\u003cbr/\u003eA moment of silence was observed at 9:37 a.m. EST (1337 GMT), the exact time the plane struck, killing 184 people.      \u003cbr/\u003eAn army general told the assembled troops and victims' families that although the number of US service members killed in the wars in Afghanistan and Iraq was mounting, the military was recommitting itself to avenge the events of that day.\u003cbr/\u003eRumsfeld emotionally recalled the day of the attacks, including where he was in the building at the time.\u003cbr/\u003eHe said that although the costs have been dear, that America was winning by not allowing others to change their way of life. \u003cbr/\u003e\"Well, in many ways the enemy is failing.
