Bush addressed the United States and the world Tuesday evening with his first State of the Union message.\u003cbr/\u003eThe president is receiving historically high approval ratings as he fleshed out his vision for the war on terrorism as he stood before Congress.\u003cbr/\u003eIn the gallery, first lady Laura Bush was joined by several guests in her VIP box, including interim Afghan leader Hamid Karzai and firefighters, soldiers and other citizen-heroes whose stories helped buoy a weary nation.\u003cbr/\u003eThe vice-president, Dick Cheney, fulfilled his duties as president pro-temp of the Senate and presided over the joint session of Congress. \u003cbr/\u003ePresident Bush declared that despite terrorism and recession, the state of the union has never been stronger.\u003cbr/\u003eMr. Bush promised to systematically shut down terrorist training camps worldwide and to prevent nations that sponsor terrorism from getting access to weapons of mass destruction. \u003cbr/\u003eHe said the U-S will specifically keep an eye on Iraq, Iran and North Korea.\u003cbr/\u003eBut going after the enemies of the U-S is only half the battle. The other part of the equation: homeland security.\u003cbr/\u003eHe pointed to a dozen countries that he called the \"axis of evil\" around the globe.\u003cbr/\u003eHe emphasized that tens of thousands of trained terrorists are still at large, viewing the entire world as a battlefield.\u003cbr/\u003eAnd, he said that tens of thousands of terrorists still threaten America - \"ticking time bombs, set to go off\" - and unveiled his plans to stalk them across the globe. He promised a battle of equal vigor to revive the ailing economy.\u003cbr/\u003eHe emphasized that tens of thousands of trained terrorists are still at large, viewing the entire world as a battlefield.\u003cbr/\u003eBush pointed to North Korea, Iran and Iraq as regimes that sponsor terror and efforts to build weapons of mass destruction.\u003cbr/\u003eBush said that once national security and homeland secuity were funded, his next priority would be to provide economic security for the American people.\u003cbr/\u003eHe told Congress that he would be sending up to Capitol Hill a budget that supports three goals for America:  To win the war, to protect the homeland and to revive the American economy.\u003cbr/\u003eDespite signs that the American economy may be turning around the president urged Congress to approve his domestic tax cut plan to help spur the economy.\u003cbr/\u003eBush steered clear of the political hot potato:  Enron\u003cbr/\u003eBut he asked Congress to pass new laws to protect workers' pension plans.\u003cbr/\u003eHe called upon corporate America to be more accountable to employees and and held to the highest standards of conduct.\u003cbr/\u003eBush praised Democratic and Republican lawmakers alike for their support of the war, but jabbed at Democrats who are challenging his domestic agenda.\u003cbr/\u003eHe conceded the federal budget will run a
