These were intergovernmental planning strategy sessions and operations and I think in the years 2000 and 2001 and even going back maybe to the 2000 Olympics, that was always one of the considerations in the planning, and resources were dedicated to deal with that particular threat.\" \u003cbr/\u003e14. Wide shot of hearing\u003cbr/\u003eThe FBI failed miserably over several years to reorganize and respond to a steadily growing threat of terrorism, and Attorney General John Ashcroft rejected an agency appeal for more funding on the day\u003cbr/\u003ebefore al-Qaida struck, the commission investigating the Sept. 11, 2001 attacks said Tuesday.\u003cbr/\u003e«On Sept. 11, the FBI was limited in several areas,» the commission said in a staff report. It cited «limited intelligence collection and strategic analysis capabilities, a limited capacity to share information both\u003cbr/\u003einternally and externally, insufficient training, an overly complex legal regime and inadequate resources.»    On the day of the attacks, «about 1,300 agents, or 6 percent of the FBI''s total personnel, worked on\u003cbr/\u003ecounterterrorism,» reported the commission investigating the attacks that killed nearly 3,000 people in New York, Washington and Pennsylvania and destroyed the World Trade Center twin towers at the tip of Manhattan. \u003cbr/\u003eThe commission released its unflinchingly critical report _ which chairman Thomas Kean described as an «indictment'' _ at the outset of two days of hearings from several current and former officials at the Justice Department and Federal Bureau of Investigation.\u003cbr/\u003eFreeh - who left his post three months before the September 11 attacks -took issue with the commission''s findings, claiming the FBI had a \"very effective\" counterterrorism program prior to 9/11 despite limited resources and legal restrictions.\u003cbr/\u003eHis remarks seemed a reference to Congress, which approves funding, and former Attorney General Janet Reno, who issued guidelines meant to strengthen American civil liberties protections by keeping the fruits of intelligence separate from criminal prosecution.\u003cbr/\u003eFreeh said despite warnings about the growing al-Qaida threat, the FBI had only three-and-a-half percent of the government''s anti-terror budget and lacked the resources necessary to fight a \"competent and dangerous\" enemy.  \u003cbr/\u003eStill, he maintained, his agency did stop acts of terrorism.\u003cbr/\u003eIn a question and answer session, democrat commission member Richard Ben-Veniste asked Freeh whether the FBI ever considered the possibility that planes could be used as weapons against events such as the 1996 Olympics in Atlanta.\u003cbr/\u003eFreeh acknowleged the bureau had, in fact, planned for that scenario, adding that it was \"always one of the considerations in the planning\" for special events.\u003cbr/\u003eFreeh also said, however, that the FBI did not plan for a scenario in which commercial airlines flew planes into buildings.\u003cbr/\u003eBut Reno was quoted in the report as saying that while the FBI never seemed to have sufficient resources, «Director Freeh seemed unwilling to shift resources to terrorism from other areas such as violent crime.» Freeh said he shifted
