They''''re having to look at alternative strategies to be able to provide their population with drinking water.\u003cbr/\u003e(sot: Laura Huffman, State Director, Nature Consevancy Texas\u003cbr/\u003eThe good news is Texas does have a statewide water plan that provides for the volume of water that we''''ll need to grow into that population of 50 million people. The bad news is there has been no permanent source of funding for that plan. So it is a $31 billion unfunded plan for the state of Texas.\u003cbr/\u003eThe plan has never received any permanent source of funding What happens now as communities plan for future water supplies is they''''re on their own and they have to cultivate those water supplies in the context of what''''s available around them. For example, the city of Austin has a 100 year water supply contract with the Lower Colorado River Authority which relies on this as it''''s primary drinking water supply for the City of Austin. Now whether or not the Lower Colorado River Authority can provide the entire population with water a hundred years from now is in question. These volumes of water won''''t meet the population needs over time so we''''ll have to cultivate new supplies of water all over the state in order to accommodate a growing population. \u003cbr/\u003eThe current water plan that was adopted in 2007 identifies the demands that will be necessary and that will be in the state in the year 2060, wich population growth and economic growth and that''''s about a 27 percent increase in demand, yet the water plan also identifies about an 18-percent reduction in current water supplies so the problem is we have a demand that''''s not going to be met with current supplies unless we put in place some significant strategies and even though the water plan is a 50 year planning horizon, it doesn''''t just wait til 50 years from now. It starts theoretically today and so some of those needs could already begin to be addressed with some short term efforts if the funding was there. The water plan makes a good doorstop, a thick document and that''''s all it is, a piece of paper if there is no way behind that planning effort to put it in place and to implement it and that''''s why
