\u003cbr/\u003eThe Japanese Music Therapy Association has been lobbying the national government to implement a licensing system for practitioners, but to date their requests have been refused. \u003cbr/\u003eMizuno Eriko is a music therapist and piano teacher.  \u003cbr/\u003eAs a therapist her class caters particularly to autistic and Downs Syndrome children and adults. \u003cbr/\u003eShe teaches piano and marimba (wooden xylophone) and explains that for students who have difficulty using their voices she gives them breathing exercises to help develop the capacity of speech. \u003cbr/\u003eEleven years ago, inspired by one of her student's love of percussion instruments , she formed a traditional Japanese drumming (or Taiko) group.  \u003cbr/\u003eHer classes, like the Taiko group, are funded by private payments from her student's parents. \u003cbr/\u003eThis is because Music Therapy is not covered by the Japanese national health insurance scheme and Music Therapists are not officially recognised by the Japanese state. \u003cbr/\u003eMizuno San explains that consequently it is very difficult for hospitals and clinics to use music therapy as a form of treatment.  \u003cbr/\u003eOhmae Akihiko, a professor at the Osaka College of Music and member of the Japanese Music Therapy Association, has been lobbying the government to create a licensing system for practitioners and to admit music therapy into the national health system.  \u003cbr/\u003eHe explains that the government continues to refuse their requests on the grounds that the responsible ministry does not want to expand the existing program with the continuing deficit in the national health budget and argue that there is insufficient evidence to support the group's claim that music therapy is an effective form of medical treatment. \u003cbr/\u003eThe Japanese Music Therapy Association is currently compiling a body of research to support their claims. \u003cbr/\u003eDr. Tomiwa Kiyotaka a neurological paediatrician and Professor at Kyoto University says there has been a lack of systematic research to date on the part of the association. \u003cbr/\u003eHe is supportive of their aims says music therapy is useful in developing communication skills, self esteem and as a form of physical therapy that can help develop motor skills. \u003cbr/\u003eThe testimony of parents of students in Mizuno San's class support Dr. Tomiwa's opinions but whether or not the state recognises a therapeutic value in the work that she does, Mizuno San and her students will continue their classes. \u003cbr/\u003eNow 21 years old Iku Chan has been part of Mizuno San's music therapy class since he was six. \u003cbr/\u003eHis love of percussion instruments was the initial inspiration for
