Mid view streets\u003cbr/\u003eA United States Federal appeals court postponed the October 7 California Governor's recall election Monday in a decision that threw an already chaotic campaign into utter turmoil.\u003cbr/\u003eThe 9th U.S. Circuit Court of Appeals did not set a new date, but ruled that the election cannot proceed as scheduled because some votes would be cast using outmoded punch-card ballot machines.\u003cbr/\u003eThe decision applies to all the recall questions on the ballot, as well as two propositions.\u003cbr/\u003eThe court, the nation's largest and most liberal federal appeals court, withheld ordering the immediate implementation of its decision by a week to allow time for an appeal to the U.S. Supreme Court.\u003cbr/\u003eGovernor Gray Davis said he expected the case to go to a higher court.\u003cbr/\u003eDavis, speaking after appearing with former President Bill Clinton said: \"This recall has been like a roller coaster. There are more surprises than you can possibly imagine.\"\u003cbr/\u003eHe added that he would continue to make his case to the people that a recall is not good for the state.\u003cbr/\u003eRepublican Darrell Issa, who spearheaded the recall campaign but has since pulled out of the race, condemned the court's decision.\u003cbr/\u003eIn the ruling Monday, the judges of the 9th Circuit agreed with the American Civil Liberties Union that the punch-card voting machines still used in six California counties are prone to error.\u003cbr/\u003eThe counties - Los Angeles, in addition to Mendocino, Sacramento, San Diego, Santa Clara and Solano - were already under a separate court order to replace them by the March primary, but the machines wouldn't be replaced in time for an October 7 special election.\u003cbr/\u003eThe decision is likely to benefit Davis if the election is delayed to the next regularly scheduled primary, March 2.\u003cbr/\u003eThe March presidential primary is expected to draw large numbers of Democratic voters, and the months until then would give Davis more time to address the state's problems and force Republican candidate Arnold Schwarzenegger into a longer
