Winter Games next February undergo out-of-competition test for banned drugs\u003cbr/\u003eThe proposal was made as part of their regular progress report to the IOC executive board on Wednesday.\u003cbr/\u003eMatt Romney, president of the committee, said that they wanted \"a level playing field\".\u003cbr/\u003eThe SLOC has asked Congress for  1 million dollars to pay for tests of an estimated 500-1,000 athletes who would not have been examined in the previous four months by their national Olympic committees, sports federations or the World Anti-Doping Agency.\u003cbr/\u003eRomney said that the tests would be carried out by the U.S. Anti-Doping Agency, which is responsible for all American drug efforts. \u003cbr/\u003eHe said jurisdictional limits would have to be worked out in some cases if tests were to be\u003cbr/\u003econducted at a training site outside the United States.\u003cbr/\u003eThe SLOC president acknowledged that the goal to test 100% of athletes was ambition but insisted that the move was crucial for determining a field of fair play in 2002.\u003cbr/\u003eThe federal government already allocates  3 million dollars for US Anti Doping Agency work but Romney said that  an additional 1 million dollars \"would be money well spent.\"\u003cbr/\u003eIf Congress fails to fund the program, he said that SLOC would be seeking financing from the IOC, the U.S. Olympic Committee, sponsors and its own budget.\u003cbr/\u003eOut-of-competition testing, rare until the last few years, has grown rapidly, with 70 percent of national Olympic committees conducting such random screenings.\u003cbr/\u003eThe Salt Lake City winter games have been dogged by controversy after a  scandal arose around the awarding of the 2002 Winter Games to Salt Lake City.\u003cbr/\u003eThe resulting investigating into corruption at the IOC meant 4 members resigned and 6 more were expelled. \u003cbr/\u003eWhile acknowledging the scandal Romney does not believe it will taint the 2002 Games. \u003cbr/\u003eHe said that the exposure of the corruption would make people realise that \"bad things will always be discovered.\"\u003cbr/\u003eThe winter
