Medium shot e-waste collectors walking through Mukuru\u003cbr/\u003eA new recycling plant in Kenya is collecting electronic waste equivalent to the weight of a jumbo jet every month.\u003cbr/\u003eThe world's growing mountain of e-waste is being dumped on developing countries such Kenya.. and now the government there is aiming to become the first African country to enforce regulations on its import.\u003cbr/\u003eIn the industrial area outside of Nairobi, Kenya, a row of workers in yellow jumpsuits take shiny new power drills to computer components.\u003cbr/\u003eBut this is not an assembly line - they're dismantling old computer hard drives and spent Central Processing Units or CPUs.\u003cbr/\u003eThe U.N. says there were more cell phones than toilets in Africa last year.\u003cbr/\u003eAs electronics grow in popularity, a problem is emerging: what to do with end-of-life technology? \u003cbr/\u003eLast year, 50 million metric tons of hazardous electronic-waste was generated worldwide, enough to fill 100 Empire State Buildings.\u003cbr/\u003e\"You will find that most people, when their phones are dead, they give their children as toys, and then the children, play with them, break them and even dangerous materials like mercury,\" says Margaret Kamar, Kenya's Minister of Higher Education, Science \u0026amp; Technology. \"I mean, children get exposed and people get exposed to a lot of dangerous materials that are used when electronic materials are being manufactured.\"  \u003cbr/\u003eMuch of the existing e-waste in Kenya comes from products, like computers near the end of their life cycles, donated to schools and organisations in Kenyan slums.\u003cbr/\u003e\"So you can imagine all this amount of electronics that are coming into the country, but we don't have a proper way of disposing it,\" says Joshua Patroba, operations manager at East African Compliant Recycling. \"Because you can imagine if you are giving a class, one kid a laptop, it's very easy for this laptop to die anytime, so the lifespan of these gadgets is going to be very short.\"\u003cbr/\u003eDumping hazardous electronic-waste alongside normal garbage is illegal in most Western countries, but it's more expensive to dismantle and recycle e-waste components.\u003cbr/\u003eMuch of the world's e-waste has been exported to developing countries like India and Kenya, where it often ends up in landfill or on bonfires, exposing people to toxic substances like lead and mercury.\u003cbr/\u003eThat's why government minister Margaret Kamar and a team of managers at the East African Compliant Recycling company, have worked to draft legislation on the disposal of e-waste.\u003cbr/\u003eIn June, the President of Kenya, Uhuru Kenyatta assented to an amendment to the Public Procurement \u0026amp; Disposal of Assets Bill requiring e-waste be disposed of at government licensed facilities - a first for Africa. \u003cbr/\u003eThe legislation is pending before parliament.\u003cbr/\u003e\"In Kenya, we have managed to come up with an e-waste regulation, and I'm glad to say that Kenya is the only country with an e-waste regulation which has been passed, which is in Parliament,\" says Vicky Onderi, business development manager at East African Compliant Recycling.\u003cbr/\u003eA key component of the proposed regulation puts the onus on producers to ensure their products are discarded responsibly.\u003cbr/\u003eEast African Compliant Recycling has worked with manufacturers like Microsoft, Hewlett-Packard, and Nokia to ensure that the companies will be accountable for disposing of hazardous material in products exported to Kenya.\u003cbr/\u003e\"We have like the fluorescent tubes, which has mercury,\" says Vicky Onderi. \"We'll spend money to treat this mercury because it has negative values. That's where the regulation comes in. The producers of these negative values, they will pay so that we get this money to clean these things from the environment,\" \u003cbr/\u003eMotherboards, the printed circuit board found in computers, can contain also valuable metals like copper, gold and silver.\u003cbr/\u003eEast African Compliant Recycling collects an average of 130,000 pounds (59,000 kg) every month.\u003cbr/\u003e\"The truth is that there's also value in the materials that are being used to make e-waste,\" says Margaret Kamar. \"Not everything is going to be waste. In fact, there's a lot that can be recovered. That's why we normally say that you can convert your waste actually to be something very useful.\" \u003cbr/\u003eA Cathode Ray Tube (CRT)  television can contain up to three kilograms of lead.\u003cbr/\u003eTo prevent Nairobi residents from dumping or burning them, East African Compliant Recycling buys CRT television sets for about $2 each at eight collection points around the city, mostly located in slums.\u003cbr/\u003eThe women waste collectors play an important role in the e waste recycling process collecting products from repair shops and rubbish dumps..\u003cbr/\u003e\"We have really tried to transform them to become - at least, because they are human beings - to see that they can do something to get a daily living, said Vicky Onderi. \"And they are so happy. And that is our aim, that's our vision, and that is my dream.\"\u003cbr/\u003eIn the Mukuru community, collecting e-waste has given the women much-needed employment and cash to help support their families.\u003cbr/\u003e\"You know, many women, they don't like being dirty, because they don't like going to the dumpsite,\" says Marilyn Oluoch, a waste collector. \"But I'll tell them instead of just sitting there, they should try and do something.\" \u003cbr/\u003eThe women are paid according to what they collect, mother boards fetch a high price compared to the lower value telephone cables.\u003cbr/\u003eWaste collector Joyce Nyawira earns nearly US$ 60 a month, more than most other people living in the slums and enough to feed her children.\u003cbr/\u003eHowever, the work is worth more to her than what she is paid.\u003cbr/\u003e\"In our environment, I can say we have already done something good,\" says Joyce Nyawira. \"Because it's clean, it's clear a bit, more than the year before. So it's good.\" \u003cbr/\u003eOther African countries are watching Kenya's handling of its e-waste closely, with Uganda considering opening a similar recycling plant.\u003cbr/\u003eClients are
