They've been doing it for the last four - ever since he got elected, they've been trying to get rid of him. The public wants this to be over, they never wanted it to get this far.  They're very angry with President Clinton's behaviour, but they don't feel that his behaviour justifies the end of his presidency and they don't want to see this process, by and large.
