Bush in Washington on Tuesday.\u003cbr/\u003ePastrana is at the White House for his first face-to-face session with the new U-S president.\u003cbr/\u003eTheir meeting comes a day after the U-S State Department cited what it calls Colombia's \"poor\" record on human rights. \u003cbr/\u003ePastrana doesn't dispute the findings. \u003cbr/\u003eBut he pointed to the report's mention of progress on some issues, such as improvements in Colombia's justice system and efforts to make the military more professional.\u003cbr/\u003eColombia's human rights record was included as part of an annual review of human rights by the State Department.\u003cbr/\u003eDespite its reservations, the U-S has been tightening its relationship with the armed forces in Colombia.\u003cbr/\u003eColombia's military receives combat helicopters and troop training under a U-S anti-drug aid package worth more than a (b) billion dollars.  \u003cbr/\u003eColombia's human rights record was a major concern last year when U-S lawmakers considered the aid package. \u003cbr/\u003eBefore the money could be spent, Congress required the Clinton administration to certify that Colombia had met a series of human rights conditions. \u003cbr/\u003eThe administration found that most conditions had not been met, but allowed the aid to go through, citing national security concerns.\u003cbr/\u003eSpeaking to the press after his meeting with the U-S President, Pastrana repeated his invitation, made yesterday to the international community and specifically the U-S, to participate in talks next month with the Colombian rebel group known as FARC.\u003cbr/\u003eHe clarified that neither the U-S, nor any member of the international community had been invited to act as negotiators - only as observers and to offer their analysis of the ongoing peace process in Colombia. \u003cbr/\u003eWhen asked about Colombia's reaction to former President Clinton's pardon of Harvey Weinig -- convicted in 1996 in the US for laundering Colombian drug money -- Pastrana said he was not able to judge the situation as he was out of the country when the facts came to light.\u003cbr/\u003eColombians were stupefied and outraged Monday by Clinton's decision to commute the sentence of the American lawyer, who was convicted of laundering money for Colombian drug traffickers.\u003cbr/\u003eColombians learned of the commuted sentence for Harvey Weinig - and of the lawyer's links to traffickers - from local news reports this weekend, and it prompted complaints of a double standard in the drug war.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"I explained to the president that we're fully aware of the narcotics that are manufactured in his country.
