Deputy Assistant Treasury Secretary Daniel Glaser to talk about US financial\u003cbr/\u003erestrictions against Pyongyang's alleged smuggling and counterfeiting, which have stalled separate talks on scrapping its nuclear weapons programme. \u003cbr/\u003eThe financial negotiations are expected to clear the way for another round of six-nation nuclear disarmament talks, perhaps in early February. \u003cbr/\u003ePyongyang has tied the two together since Washington took action against the Macau-based Banco Delta Asia in 2005, accusing the small, privately run bank of laundering counterfeit money and abetting other unspecified criminal acts by North Korea. \u003cbr/\u003eThe move has caused other banks to steer clear of North Korean business for fear of losing access to the US market, thereby hampering North Korea's access to the international banking system.\u003cbr/\u003eThe North says the restrictions are evidence of US hostility and boycotted for a year the six-nation negotiations with the United States, China, Japan, South Korea and Russia on dismantling its nuclear programmes.\u003cbr/\u003eAfter it exploded a nuclear device in October, North Korea agreed to return to the disarmament talks, on the condition there were separate negotiations on the financial issues.\u003cbr/\u003eBut both the disarmament meetings and the financial discussions held in Beijing in December ended inconclusively.\u003cbr/\u003eUS officials have indicated that North Korea was still demanding the financial issues be dealt with before progress could be made on the nuclear talks. \u003cbr/\u003ePyongyang wants Washington to first end the financial isolation campaign and lift a freeze on 24 (m) million US dollars in accounts at Banco Delta
