We have been asked by several politicians, civil society groups, media, what Norway can do to facilitate a solution to the political crisis in the south. I would say there is an irony in this because we too often, or very often, have been met with criticism that we're here at all, that we're engaging in this peace process. What on earth are we doing here?  And now there are calls that we should even be engaged in southern politics.  I can tell you what we can do about the political crisis in the south is: nothing.  As far as our mandate goes, we have one clear conclusion: peace talks could have started tomorrow, provided there were clarity about who is holding responsibility on the part of the government for the peace process.  Until last week there was such clarity, today there is no such clarity. \"    \u003cbr/\u003eNorway is pulling out of efforts to restart talks between the Sri Lankan government and Tamil Tiger rebels until the country's president and prime minister settle their political dispute, Norwegian Deputy Foreign Minister Vidar Helgesen said on Friday.\u003cbr/\u003eSpeaking from the Sri Lankan capital Colombo, Helgesen said that holding peace talks in the current political environment would be impossible and that the Norwegian delegation was returning to Norway.\u003cbr/\u003e\"Peace talks could have started tomorrow, provided there were clarity about who is holding responsibility on the part of the government for the peace process.  Until last week there was such clarity, today there is no such clarity\", he said.     \u003cbr/\u003eOn Thursday, Helgesen met with Sri Lankan President Chandrika Kumaratunga and Prime Minister Ranil Wickremesinghe following a meeting with Tamil Tiger rebels. \u003cbr/\u003eHelgesen and special envoy Erik Solheim met with rebel leader Vellupillai Prabhakaran behind closed-doors in Kilinochchi earlier on Thursday, and Tiger representatives later pledged to abide by the cease-fire despite the political turmoil.\u003cbr/\u003eNorway has been instrumental in Sri Lanka's peace process, brokering a cease-fire in February last year between the government and the Tigers and helping to launch six rounds of peace talks. \u003cbr/\u003eBut those talks have been on hold since April, with the rebels demanding broader interim autonomy.\u003cbr/\u003eNorwegian mediators came to the country this week hoping to set the stage for new talks on resolving a conflict that has left 65,000 people dead since 1983.\u003cbr/\u003eBut the country is embroiled in a power struggle between the prime minister - who has sought to negotiate a lasting peace with the rebels - and the president who alleges the prime minister has made too many concessions.\u003cbr/\u003ePresident Chandrika Kumaratunga wrested control of the ministries of defence, interior and information from Prime Minister Ranil Wickremesinghe on November 4 as part of their dispute. \u003cbr/\u003eShe also suspended Parliament and briefly imposed emergency rule.\u003cbr/\u003eThe two disagree on how to negotiate with the rebels, and Wickremesinghe's government said earlier this week that any efforts to restart peace talks must wait until the political crisis is resolved. \u003cbr/\u003eThe Norwegians on Friday echoed
