Residents also complain about drugs and crime. Now guerrilla artists armed with cans of paint, brushes and garden hoes are transforming the district and restoring local pride. \u003cbr/\u003eUnder the cloak of darkness, a group of Italian community guerillas don white uniforms and begin to haul out tubs of bright paint.\u003cbr/\u003eThey carefully map out their surface with rulers and tape and dislodge creeping weeds with garden hoes, preparing to paint the side of a public housing complex in Rome with eye-popping shades of pink, blue and yellow - brilliant colours rarely seen in Italy's traditional neighbourhoods.\u003cbr/\u003eIn the face of city budget cuts and slow-moving bureaucracy, the \"anonymous painters of Trullo\" have taken matters into their own hands, secretly sprucing up their dilapidated suburb using their own money. \u003cbr/\u003eThey began their work earlier this year and became such a familiar sight that they are often greeted by residents with coffee and snacks. \u003cbr/\u003e\"This is a project that really began from the grassroots level, from the people who live in this neighbourhood and who were fed up with watching the suburbs auto-destruct,\" says one of the painters, who would not give her name for fear of losing public housing.\u003cbr/\u003e\"And since there is never any help available for the suburbs, they decided to roll up their sleeves and do something about it.\"\u003cbr/\u003eThe next morning, 80-year-old Angela Decina, a resident of Trullo for 70 years, awoke to find her home painted a bright shade of blue. \"It's beautiful! I'm very happy.\" she says, gazing around at her cleaned up facade.\u003cbr/\u003eJessica Stewart, a street-art expert and the author of the book \"Street Art Stories Roma,\" says  that the anonymous painters of Trullo represent the true spirit of street art. \u003cbr/\u003e\"What they're doing is taking an area that maybe is seen as forgotten, and they're saying, you know, we're proud of it, and we want to enhance it and we want to make it something beautiful,\" she says . \u003cbr/\u003eMost residents and shop-owners like the changes. The orderly colour blocks register as a new kind of protest in a neighbourhood more often known for drugs and peppered with political scrawls like Nazi swastikas or critiques of rival football teams. \u003cbr/\u003eLocal woman Anna Leonida says the area is safer now. \u003cbr/\u003e\"Well, regarding the painting, it's (the neighbourhood) better now. It's better now. Before there were drugs, it was a bit dangerous, also for your children. Now, there's less drugs here.\" \u003cbr/\u003eWalking near his home, Giovanni Giovagnoli says, \"Before this, there used to be graffiti everywhere about politics or soccer teams, which doesn't look good. It's much better to see these colours.\"\u003cbr/\u003eThe only problem? The activity isn't legal. \u003cbr/\u003eBut in the past, the municipality has spent thousands of dollars to clean up vandalised parks, only to see new slogans and scrawls re-emerge the next week. Now, even the district president, Maurizio Veloccia, makes a distinction between actions that are destructive to the neighbourhood, like ugly graffiti scribbles, and the painters' work, which he hopes to legalise.\u003cbr/\u003e\"We see a difference between someone who uses a wall to vandalise it, and someone who uses a wall to upgrade it, to clean it,\" says Veloccia. \"They are both activities that are outside the norms, that aren't legal. But one thing repairs and protects, and another destroys.\"\u003cbr/\u003eBack at Giulio Di Pilla's coffee shop a collection box invites residents to donate to the neighbourhood beautification project. \u003cbr/\u003eDi Pilla, who grew up in Trullo, says he was pleasantly surprised when he checked his security cameras and saw the painters, gathered outside his shop.\u003cbr/\u003e\"Before, we weren't used to having colours or even having clean walls,\" he says . \"This is more cheerful.
