Gas and other energy prices are coming down and consumers are getting the savings immediately. Inflation is low and America's families are seeing their incomes on the rise. The entrepreneurial spirit is healthy in America, as small businessmen and women put their ideas and dreams into action every day. And America's greatest economic strength is the pride, the skill and the productivity of American workers.\"\u003cbr/\u003e\"Yet, we know that America's economy is not meeting its full potential. We know our economy can grow faster and create new jobs at a faster rate. We also know that the right policies in Washington can unleash the great strengths of this economy and create the conditions for growth and prosperity.\"\u003cbr/\u003e\"On Monday, members of Congress return from recess and they will face some important decisions on the future of our economy. I have proposed a series of specific measures to create jobs by removing obstacles to economic growth. My jobs and growth plan would reduce tax rates for everyone who pays income tax, provide relief for families and small businesses and help (M) millions of seniors in retirement by eliminating the double taxation of dividends.\"\u003cbr/\u003e\"With a robust package of at least 550 (B) billion dollars in across-the-board tax relief, we will help create more than a (M) million new jobs by the end of 2004. Some members of Congress support tax relief, but say my proposal is too big. Since they already agree that tax relief creates jobs, it doesn't make sense to provide less tax relief and, therefore, create fewer jobs. I believe we should enact more tax relief, so that we can create more jobs and more Americans can find work and provide for their families.\"\u003cbr/\u003ePresident Bush said on Saturday \"it doesn't make sense\" for lawmakers to support some tax cuts but not the amount he argues is enough to pump new life into the economy.\u003cbr/\u003e\"America's economy is not meeting its full potential,\" Bush said in his weekly radio address. \u003cbr/\u003e\"The right policies in Washington can unleash the great strengths of this economy and create the conditions for growth and prosperity.\"\u003cbr/\u003eWith his original 10-year, 726 (b) billion US dollars tax-cut proposal in trouble, Bush has been trying to turn up the heat on Congress. \u003cbr/\u003eLast week, he took his tax-slashing message to Ohio, home state of a fellow Republican, Senator George Voinovich, who has refused to go along with more than half the amount the president wants.\u003cbr/\u003eThe trip to politically strategic Ohio allowed Bush to deliver his first speech since the beginning of the war in Iraq that was dedicated primarily to non-war - in this case economic - matters.\u003cbr/\u003eIn another sign the war is all but over, Iraq was not the subject of Bush's weekly radio address for the first time since February. \u003cbr/\u003eWhite House officials say the president will soon declare an official end to combat, perhaps during his stay next Friday on an aircraft carrier returning to San Diego from war duty.\u003cbr/\u003eLawmakers significantly scaled back Bush's tax-cut proposal, with the House capping new tax relief at 550 (b) billion dollars and the Senate agreeing to no more than 350 (b) billion. \u003cbr/\u003eThat has led the White House to scale back its expectations - saying that at least 550 (b) billion dollars in new relief is now the president's goal.\u003cbr/\u003eDemocrats contend that Bush's plan favours the rich and offers low- and middle-income Americans just a few hundred dollars in savings. \u003cbr/\u003eThey chose an Ohio congresswoman, Representative Stephanie Tubbs Jones of Cleveland, to deliver their radio rebuttal on Saturday.\u003cbr/\u003eShe said that the administration could \"dress up this tax cut any way they want and it's still just that - a tax cut for the wealthiest one percent of Americans that does
