Wide of chamber applauding at conclusion of speech \u003cbr/\u003eBritish Prime Minister Tony Blair told the United States Congress on Thursday the war in Iraq was justified whether or not weapons of mass destruction are found, and said failure to confront the threat would have been something that history would not forgive.\u003cbr/\u003eAt the same time, the leader, who stood the strongest with President Bush in the Iraqi war, gently urged the administration not to bear grudges against traditional allies that opposed the decision to oust Saddam Hussein.\u003cbr/\u003eBlair spoke from the rostrum in the House of Representatives in Washington D.C. - only the fourth British Prime Minister accorded the privilege.\u003cbr/\u003eFrom the Capitol, he was heading to the White House for a private meeting with Bush, then a joint news conference.\u003cbr/\u003eBlair made his trip to the United States at a time when he and the president are both shadowed by controversy stemming from their pre-war claims that Saddam was seeking nuclear material.\u003cbr/\u003eBlair promised that the US and UK governments would deliver a democratic political structure to Iraq.\u003cbr/\u003eThe prime minister also suggested that history will forgive the toppling of Saddam's government even if it turns out that Blair and Bush were wrong about Iraqi weapons of mass destruction.\u003cbr/\u003eBlair wryly thanked his audience for a warm and generous welcome  - an apparent reference to the domestic British political scene, where the prime minister continues to come under attack for a weapons of mass destruction dossier used as a pretext to invade Iraq. \u003cbr/\u003eBefore the war, Blair drew stronger opposition in the British House of Commons to military action than Bush did in U.S. Congress. \u003cbr/\u003eAnd like Bush, he has been hit hard by post-war controversy over questionable intelligence information.\u003cbr/\u003eBlair's Washington stop was the first leg of a seven-day tour that will also take him to Asia. He was the first British prime minister to address a joint meeting of Congress since Margaret Thatcher in 1985.\u003cbr/\u003eHis speech also touched on the war on terrorism, the Middle East peace process, disease and famine in Africa and a need to promote free trade.\u003cbr/\u003eBlair also said it was important to act in a coalition with other nations against global terrorism - not going it
