Wide side shot of Tenet speaking\u003cbr/\u003eIn his first public defence of prewar intelligence, Central Intelligence Agency (CIA) Director George Tenet said on Thursday that United States analysts had never claimed Iraq was an imminent threat, the main argument used by President Bush for going to war.\u003cbr/\u003eTenet said analysts had varying opinions on the state of Iraq's chemical, biological and nuclear weapons programmes and those differences were spelled out in the October 2002 National Intelligence Estimate given to the White House. \u003cbr/\u003eIn a speech at Georgetown University, Tenet said analysts painted an objective assessment for policy makers of a brutal dictator who was continuing his efforts to deceive and build weapons programs.\u003cbr/\u003eTenet underscored the Agency's conclusions were it's own, insisting no one told analysts \"what to say or how to say it.\"\u003cbr/\u003eHe said US intelligence accurately reported that Saddam Hussein's regime posed a danger. Though no weapons of mass destruction have been uncovered in Iraq, he stressed the search isn't over.\u003cbr/\u003eIn a direct rebuttal to statements made by his former chief adviser on Iraq's weapons, David Kay, Tenet said inspectors are \"nowhere near 85 percent finished.\"\u003cbr/\u003eSince Kay resigned two weeks ago, his statements that Saddam Hussein's purported weapons didn't exist at the time of the US invasion have sparked an intense debate over the prewar intelligence the Bush administration used to justify the war.\u003cbr/\u003eTenet outlined the sources of the CIA's prewar estimates, saying they were based on years of U.N. weapons inspections. \u003cbr/\u003eOnce the inspectors left in the late 1990s, it was based mostly on informants - some he acknowledged as suspect - and on technical intelligence.\u003cbr/\u003eHe acknowledged that many of the agency's weapons of mass destruction prewar estimates have not been borne out so far, but asserted, Saddam did have ongoing programs and perhaps stockpiles, which may have not yet been uncovered.\u003cbr/\u003eTenet spoke hours before the Senate Intelligence Committee was to begin a closed-door review of a draft report critical of prewar intelligence. \u003cbr/\u003eIn a question and answer session with the audience, Tenet staunchly denied President Bush received faulty intelligence from a Pentagon office - known as the Office of Special Programs - that some charge was designed to promote intelligence that would justify war with Iraq.\u003cbr/\u003eHe said the President only receives intelligence from one source, Tenet himself, and that he's always insisted it be straight, honest and not \"shaded.\"\u003cbr/\u003eRegarding recent criticisms about a lack of human intelligence, Tenet agreed with Kay's comments that the United States didn't have enough human spies in Iraq and acknowledged that the CIA had not penetrated Saddam's inner circle. \u003cbr/\u003eBut elsewhere, he insisted it is strong, and said \"a blanket indictment of (US) human intelligence around the world is dead wrong.\"\u003cbr/\u003eThe failure to find weapons of mass destruction is turning into a major political issue ahead of the presidential election, calling into question the justification for the war as US casualties mount. \u003cbr/\u003eRepublicans in Congress have increasingly been blaming poor intelligence and Tenet, who was appointed by President Clinton.\u003cbr/\u003eDemocrats have said intelligence agencies deserved only part of the blame and have accused the White House of showcasing
