permanent national memorial at the western Pennsylvania crash site.\u003cbr/\u003eThe government intends to have the first phase of the memorial completed by September 11, 2011, the attacks' 10th anniversary.\u003cbr/\u003eGordon Felt of the Families of Flight 93 said on Saturday the victims' courage inspired people to work on the project.\u003cbr/\u003eThe 2,200 acre park (3.4 square miles) will feature a chapel with 40 chimes symbolising each of the victims at its entryway. \u003cbr/\u003eA path will guide visitors to the crash site.\u003cbr/\u003eThe plane was travelling from Newark, New Jersey, to San Francisco when it was diverted by hijackers with the likely goal of crashing it into the White House or Capitol.\u003cbr/\u003ePassengers rushed down the airliner's narrow aisle to try to overwhelm the hijackers after learning of the coordinated attacks. \u003cbr/\u003eThe commission concluded that the hijackers downed the plane as the hostages revolted. \u003cbr/\u003eIt was the only one of four hijacked planes that day that did not take a life on the ground.\u003cbr/\u003eThe initial phase represents the vast majority of the park and will cost 58 (m) million US Dollars, of which 30 (m) million US Dollars will be paid through private contributions.\u003cbr/\u003eWhile visitors will be able to approach the edge of the crash site, only families of the victims will be able to enter the area, which will be planted with wild flowers. \u003cbr/\u003eNearby, victims' names will be carved on a white stone wall.\u003cbr/\u003eThe design had drawn criticism, with some claiming the original crescent shape of the sacred ground honoured those who carried out the attacks. \u003cbr/\u003eThe design has since been changed to a more circular, bowl-shaped piece of
