Wide of press room\u003cbr/\u003eItalian Premier Romano Prodi announced emergency measures on Tuesday to deal with Naples' rubbish crisis, saying three incinerators would be mobilised for the area and that other Italian regions might be able to help dispose of the trash.\u003cbr/\u003eProdi also named a new trash commissioner, tapping a former national police chief to deal with the crisis over the next 120 days. But he said that over the long term, Naples' garbage must be managed locally, not through a government appointed commissioner.\u003cbr/\u003eThe premier announced the measures after another night of violent protests between demonstrators and police at the site of the Pianura dump outside Naples. Officials have said the site would be reopened after more than a decade to deal with the heaps of rubbish mounting on Naples' streets.\u003cbr/\u003eCollectors stopped picking up rubbish in Naples and the surrounding Campania region on 21 December, because there was no more room for it at dumps. Although residents are upset by the uncollected trash, they have blocked plans to create new dumps or reopen old sites, claiming health risks.\u003cbr/\u003eFor around 14 years, Naples has regularly endured such rubbish crises, blamed by officials on organised crime's hold on rubbish collection and a powerless and inefficient bureaucracy to deal with it.\u003cbr/\u003eAt a brief news conference on Tuesday, Prodi announced emergency and long-term measures to cope with the crisis, saying the objective of the strategy was to \"make Italy completely self-sufficient on waste disposal, avoiding onerous exportation of rubbish.\"\u003cbr/\u003eHe said that \"the Campania Region will be provided with, at least three rubbish incinerators,\" while a sufficient number of dumps would also be designated. \u003cbr/\u003eBut he added that in the short term, other Italian regions could volunteer to take Naples' trash to ease the crisis.\u003cbr/\u003eAlready, the northern Valle d'Aosta has offered to help, news reports said.\u003cbr/\u003eProdi took no questions and a timetable for providing the incinerators remained unknown.\u003cbr/\u003eIt was also not known where the new dumps would be located since previous efforts to create new sites or reopen old ones had been met with resident protests.\u003cbr/\u003eOn Monday, army engineers used bulldozers to scoop up trash from the streets of Caserta, near Naples, working mainly around schools which reopened on Monday after the Christmas break.\u003cbr/\u003eWith rubbish accumulating across the city, residents have taken to burning the
