known as commercial paper in an attempt to unblock credit market.\u003cbr/\u003eBut enthusiasm over the Fed's latest efforts to inject frozen credit markets with a dose of much-needed confidence gave guarantee.\u003cbr/\u003eMerkel welcomed a commitment by European Union governments to rescue failing banks in their country that could affect other nations.\u003cbr/\u003eHowever, she also pointed to European divisions over wider-ranging efforts to stem problems on the continent. \u003cbr/\u003eEuropean Union governments have avoided copying the U.S. with a massive bailout to buy up bad debt from banks and help unfreeze lending.\u003cbr/\u003eMerkel singled out the Irish way of \"stretching a shield over one's own financial institutions.\" \u003cbr/\u003eIreland guaranteed not only 100 percent
