Exterior of shop with barricades \u003cbr/\u003eTrade negotiators gathered for World Trade Organisation (WTO) talks in Hong Kong conceded on Monday that prospects for progress toward a global free trade treaty were bleak, with rich countries and the developing world still at an impasse over agriculture.\u003cbr/\u003eEU Trade Commissioner Peter Mandelson said a breakthrough agreement at the six-day meeting which starts on Tuesday was \"not possible,\" and that the 149 member countries should instead strive to make headway on formulas for cutting farm tariffs and subsidies, with the goal of drawing up an outline for a deal by the first quarter of 2006.\u003cbr/\u003e\"But I've come to Hong Kong to do business with my partners and I I hope others have come here to do business with me. I don't believe this is what the round needs now from Europe,\" he added\u003cbr/\u003eHe said the objective for the gathering was to find the common ground on the building blocks of agriculture, services and manufacturing trade.\u003cbr/\u003eThe meeting in Hong Kong, itself a citadel to free trade, was meant to wrap up the so-called \"Doha round\" of WTO negotiations. \u003cbr/\u003eBut talks have been at a stalemate for months, with developing countries saying that offers by the EU, US and other rich countries to dismantle their trade barriers are inadequate.\u003cbr/\u003eWTO members are aiming to reach a framework deal in Hong Kong on specific formulas for cutting farm tariffs and subsidies, but Mandelson said there was too little on the table to negotiate about.\u003cbr/\u003eHe reiterated that the EU would not make a new offer on agricultural trade beyond the average 46 per cent cut in farm tariffs it offered in October until it sees movement from other parties on reducing barriers.\u003cbr/\u003eMandelson - who is under pressure from EU member states, particularly France, not to make any more concessions on farm aid - said he would be receptive to counteroffers on non-farm trade areas from developing nations, led by India and Brazil.\u003cbr/\u003eMeanwhile, WTO's Director General Pascal Lamy, in a separate media briefing said present negotiations on agriculture can be painful and difficult. \u003cbr/\u003eA draft text for an agreement released by the WTO chief disclosed wide differences between members across an array of sectors.\u003cbr/\u003eHe stressed the law of numbers would prevail on any decision to cut tariffs and subsidies, \"You can rely on the fact that with two-thirds of the members being developing countries, this consensus will not happen without something serious in this direction.\" He said.\u003cbr/\u003eFor poor countries in Asia, Latin America and Africa, selling exports of commodities like grain and sugar to the industrialised world are the key to economic growth and development.\u003cbr/\u003eExpectations for the Hong Kong talks are so low, there are worries the gathering could collapse like the previous one in Cancun, Mexico in 2003, or dissolve into chaos like the debacle in Seattle in 1999.\u003cbr/\u003eSecurity has been beefed up in areas surrounding the conference venue.\u003cbr/\u003eWTO gatherings, normally held every other year, tend to be a flashpoint for violence, often when activists are confronted by riot police.\u003cbr/\u003eTwo years ago, at the WTO summit in the Mexican resort town of Cancun, protesters cut through metal barricades, battled with police and threatened to storm the meeting hall. \u003cbr/\u003eOne Korean farmer stabbed himself to death.\u003cbr/\u003eAlarmed by the prospect of as many as 10,000 protesters on the streets, voicing opposition to the WTO and other symbols of globalisation, Hong Kong authorities have set up elaborate security precautions, blocking off access to roads near the conference site, setting up barricades, enclosing pedestrian walkways in nets, and even gluing bricks into the sidewalks to prevent protesters from pulling them up and throwing them.\u003cbr/\u003eMany buildings have been lined with wood panelling to protect the glass, while shop keepers have installed barricades to protect their shop fronts from damage.\u003cbr/\u003eSouth Korean activists, known for joining in fierce battles with riot police and for dramatic gestures including committing suicide to highlight
