The government has rejected a rebel call for a cease-fire. Sri Lanka's President has rejected past calls for a cease-fire--saying his government will only accept an unconditional surrender.\u003cbr/\u003eThe two sides agreed to a cease-fire in 2002 that many had hoped would be the start of a peace process.   Peace talks broke down and new violence flared three years ago. Civil war has plagued the country since 1983--killing 70-thousand people.\u003cbr/\u003eCivilians caught up in the ongoing fighting say they were offered refuge at an army camp.\u003cbr/\u003eThis woman says she left her father, brother, sisters and nieces and nephews behind.\u003cbr/\u003eShe described how the Tamil Tigers were shooting at her and how she was brought to the refugee camp.\u003cbr/\u003eIn recent months, the Tamil Tiger rebels have suffered unprecedented military defeats. They've lost most of their strongholds to government forces. The rebels are trapped on a tiny sliver of land along with tens of thousands of civilians.
