Various of Laguna working on farm\u003cbr/\u003eMarijuana has transformed California. \u003cbr/\u003eSince the state became the first to legalise the drug for medicinal use, the weed the federal government puts in\u003cbr/\u003ethe same category as heroin and cocaine has become a major economic force.\u003cbr/\u003eHaving premium marijuana delivered to your door in California is not a crime. \u003cbr/\u003eIt is a legitimate business.\u003cbr/\u003eBased on the quantity of marijuana authorities seized last year, the crop alone was worth an estimated $17 billion or more, dwarfing any other sector of the state's agricultural economy.\u003cbr/\u003eBut the drug in California also props up local economies and feeds a thriving industry of startups, stores that sell high-tech marijuana growing equipment, pot clubs that pay rent and hire workers, chains of for-profit clinics that specialise in medical marijuana recommendations.\u003cbr/\u003eCalifornia's \"green rush\" was spurred by a voter-approved law 13 years ago that authorised patients with a doctor's recommendation to possess and cultivate marijuana for personal use.\u003cbr/\u003eAlthough a dozen other states have adopted similar laws, California is the only one where privately owned pot shops have flourished. \u003cbr/\u003eIn San Francisco, California employees at the Green Cross Medical Marijuana Delivery Service, are hard at work trying to meet their customers' demands for medical marijuana.\u003cbr/\u003eEarlier this year Attorney General Eric Holder announced that federal agents will no longer go after marijuana distributors that comply with state law, a move medical marijuana advocated support.\u003cbr/\u003eStudents at Oakland, California's Oaksterdam University are engaged in a different form of\"higher education.\"\u003cbr/\u003eThrough legal lectures and lab work the university, modelled after similar schools in Amsterdam, prepares students for jobs in California's medical marijuana clubs.\u003cbr/\u003eChris Conrad, an Oaksterdam Professor,says \"if you look at our medical institutions in America it's not run on charity. It's run on people making money and this is moving cannabis into a similar respectable level of social engagement.\"\u003cbr/\u003eThe plant's prominence does not come without costs, say some critics.\u003cbr/\u003eMarijuana plantations in remote forests cause severe environmental damage. Authorities link the drug to violent crime in otherwise quiet small towns.\u003cbr/\u003eStill, the sheer scale of the overall pot economy has some lawmakers pushing for broader legalisation as a way to shore up the finances of a state that has teetered on the edge of bankruptcy. \u003cbr/\u003eThe state's top tax collector estimates that taxing pot like liquor could bring in more than $1.3 billion annually.\u003cbr/\u003eOn a property flanked by vineyards, Mendocino County farmer Jim Hill grows marijuana for up to 20 patients, including himself and his wife.\u003cbr/\u003eHill's plants enjoy careful nurturing in a temperature-controlled greenhouse. \u003cbr/\u003eOn a recent spring day, his college-age son spread bat manure to fertilise two dozen 6-foot-tall plants.\u003cbr/\u003eHill says he spent $10,000 to set up the garden. \u003cbr/\u003ePatients receive their drugs free in exchange for helping with his crop.\u003cbr/\u003eThough marijuana is cultivated throughout California, the most prized crops come from the forested mountains and hidden valleys of Mendocino, Humboldt and Trinity counties _ the Emerald Triangle.\u003cbr/\u003eThe economic impact of so much pot is difficult to gauge. \u003cbr/\u003eAuthorities say the largest plantations are run by Mexican drug cartels that simply funnel money from forest-raised crops back into their own bank accounts.\u003cbr/\u003eStill, marijuana money from outdoor and indoor plots inevitably flows into local coffers. \u003cbr/\u003eMarijuana increases residents' retail buying power by about $58 million countywide, according to a Mendocino County report.\u003cbr/\u003eThe county ranks 48th out of 58 counties in median income but, by counting marijuana proceeds, could jump as high as 18th.\u003cbr/\u003eMendocino County Sheriff Tom Allman says medical marijuana operations that follow state and county laws will face no hassles from his department. \u003cbr/\u003e\"There is people who pretend to have a disease and get medical marijuana. So they don't move here from November through April and in April they come back and go through the whole cycle again.\"\u003cbr/\u003eHis deputies left intact 154 marijuana plantations they visited last year, he says.\u003cbr/\u003eJim Hill says there is a thin line between legitimate medical marijuana growers and those who sell it illegally.\u003cbr/\u003eAllman cites Mexican cartels and others who use public land to grow marijuana. \u003cbr/\u003eRalf Laguna, a medical marijuana patient, works at Hill's farm says she suffers from debilitating injuries and migraines.\u003cbr/\u003eLaguna says medical marijuana is what \"helps me to be able to keep using my hands on a daily basis.\"\u003cbr/\u003eOn Tuesday, Oakland will consider a measure to tax the city's four marijuana dispensaries, which the city auditor projects will ring up $17.5 million in sales in 2010. \u003cbr/\u003eThe city faces an $83 million budget shortfall, and expects the marijuana tax to raise $315,000.\u003cbr/\u003eWith a recent poll showing more than half of Californians supporting legalisation, marijuana advocates believe they will prevail. And they say other states will follow.\u003cbr/\u003eLos Angeles County alone has at least 400 dispensaries and delivery services, nearly twice as many outlets as Amsterdam, the Netherlands capital
