general, Jaap De Hoop Scheffer, chastised Germany and France for refusing to commit more troops to Afghanistan.\u003cbr/\u003eGermany says that its military is already stretched and has stressed that it has already raised its maximum troop commitment to 4,500 from 3,500 it has currently stationed in the relatively calm north. \u003cbr/\u003eGermany argues that the focus in Afghanistan should be on civil reconstruction in conjunction with military security.\u003cbr/\u003eBritish Defence Secretary John Hutton however sounded a tougher tone, saying that NATO must develop a \"wartime mentality\" in its operation in Afghanistan.\u003cbr/\u003eHe said a \"peacetime culture\" currently existed in NATO, one that was \"characterised (...) far too often by an obsession with process, bureaucracy and
