And then when we had the Aqaba summit meeting later that summer both sides acknowledged that they had those obligations and we carried forward with the accomplishment of their obligations in accordance with the road map. The president also intended in this speech to send a clear message to the Palestinians that terror must end. We will not go anywhere, either on a road map or any other plan that someone might have unless terror is brought to an end. Wide of podium and media leaving\u003cbr/\u003eSpeaking at a meeting of NATO foreign ministers in Brussels, US Secretary of State Colin Powell said he received a positive response on Thursday after urging NATO to consider playing a wider role in helping to stabilize Iraq. \u003cbr/\u003eSeveral European allies, including Spain, Poland and Italy, suggested this week a possible direct military involvement for the alliance in 2004. \u003cbr/\u003eHowever NATO foreign ministers stressed no decision was imminent. Diplomats said France and Germany,  which opposed the US- led war in Iraq, would want a stronger U.N. role overseeing the military operation before they authorized greater NATO involvement.\u003cbr/\u003eDiplomats said the alliance would move cautiously to avoid a repeat of the  bruising internal divisions before the start of the Iraq war, when France,Germany and Belgium for weeks blocked the deployment of alliance defensive units to Turkey.\u003cbr/\u003eIn Iraq, NATO's involvement is currently limited to offering logistical support to the Polish-led division. \u003cbr/\u003eHowever, 18 of the 26 current and soon-to-be NATO members have individually sent troops to Iraq.\u003cbr/\u003ePowell acknowledged that NATO's immediate focus must be on expanding the alliance's role in Afghanistan, where plans are under way for deployment of NATO forces outside of Kabul for the first time.\u003cbr/\u003eNATO's Secretary General Lord Robertson announced that preparations for widening the Afghan mission were back on track after nations agreed to fill gaps in the alliance's Kabul force.\u003cbr/\u003eDiplomats said Turkey and the Netherlands had agreed to deploy urgently needed helicopters to the 5,700-strong force.\u003cbr/\u003eThe decision should allow NATO to push ahead with expanding the peacekeeping operation from the capital into several provincial cities, as requested by the United Nations and Afghan authorities.\u003cbr/\u003eRobertson had lobbied for months for more troops and equipment for the force, warning NATO's credibility was at risk. He said failure in Afghanistan could cause the country to slip into chaos where drugs gangs and terrorists would thrive.\u003cbr/\u003eCommenting on the Geneva Accord, an alternative peace plan for the Middle East,  Powell confirmed that he was scheduled to meet its authoris together with Deputy Secretary of Defense Paul Wolfowitz on Friday and that he was open to fresh ideas on the situation in
