Various of Religious Party supporters marching\u003cbr/\u003ePakistan's general elections were marked by \"serious flaws\" caused in part by government attempts to stage-manage the vote through limiting the power of the new legislature, barring top opposition candidates, and using state resources to help friendly candidates, European Union observers said Saturday.\u003cbr/\u003ePakistani President General Pervez Musharraf said Thursday's elections - the first since his military regime took power three years ago - heralded the return of a democratic Pakistan.\u003cbr/\u003eBut in a sharply critical interim report of the election and run-up to it, the EU observers said it was questionable whether the elections could result in a genuine shift toward democracy.\u003cbr/\u003eThe surprisingly strong showing of hardline Islamic parties running on an anti-Western platform marked a dramatic shift in Pakistani politics and may make it difficult for pro-government parties to form a centrist coalition - one that will support Musharraf's alliance with the United States in the war on terror.\u003cbr/\u003eAttempts by the military government to influence the election outcome constituted \"unjustified interference with electoral arrangements and the democratic process,\" said the European Union's chief observer, John Cushnahan. \u003cbr/\u003eMusharraf issued a series of decrees ahead of the election, including the establishment of a National Security Council that institutionalizes the military's role in government. \u003cbr/\u003eHe also gave himself the power to sack the prime minister and dissolve the legislature, and passed laws that required that all candidates have a university degree, a requirement that effectively barred 90 percent of the country's largely illiterate population from running.\u003cbr/\u003eThe EU observers questioned the legality of these and other decrees and criticized the government for effectively blocking the two best-known Pakistani politicians from running. \u003cbr/\u003eFormer prime minister Benazir Bhutto was eliminated by a Musharraf decree barring anyone convicted of crimes in\u003cbr/\u003eabsentia, and former prime minister Nawaz Sharif accepted a 10 year exile in Saudi Arabia in return for his release from prison.\u003cbr/\u003eThe EU said the Election Commission was partial to government candidates, allowed state funds to go to pro-government parties, and limited campaign time. They also criticized the government for using state news broadcasts to promote their views and said that in some areas voters were may have been unfairly turned away on election day.\u003cbr/\u003eSome political analysts say Musharraf's decision to block former prime ministers Benazir Bhutto and Nawaz Sharif from the race backfired. With both of the them out of the picture, many of their supporters stayed home, opening the door for the religious parties to take hold.\u003cbr/\u003ePro-Musharraf parties had a slight lead in voting for the national parliament, and will have to work hard to create a coalition. They face competition from Bhutto's Pakistan People's Party, which carries the second largest amount of seats, followed by the religious block.\u003cbr/\u003eThe parties have until November 1 to form a coalition, the date Musharraf has set for the swearing in of a prime minister.\u003cbr/\u003eIn the National Assembly, with almost all of the 272 general seats counted, a pro-Musharraf coalition, the Qaid-e-Azam faction of the Pakistan Muslim League, had 78 seats. Bhutto's Pakistan People's Party was second with\u003cbr/\u003e62 seats, followed by the coalition of religious parties with 45.\u003cbr/\u003eSharif's Pakistan Muslim League-Nawaz group had 14 seats, with 69 seats handed to independents or small party candidates. Another 70 seats reserved for women and minority candidates will be apportioned to each party depending on their showing, bringing the total size of Parliament to 342 seats.\u003cbr/\u003eThe coalition of religious parties, the United Action Front, swept to a surprising victory in the rugged Northwest Frontier, along the border with Afghanistan, and stands poised to form the first Islamic provincial government in Pakistan's history. \u003cbr/\u003eThe coalition narrowly won the highest number of seats in Baluchistan, another province bordering Afghanistan and\u003cbr/\u003ewill likely partner with others to form the provincial government there.\u003cbr/\u003eReligious leaders have promised to banish American soldiers from Pakistan.
