the issue of the SOFA agreement and the Strategic Framework agreements being hashed out in Baghdad, she says an Iraqi proposal to hold a national referendum next year on a US-Iraqi security agreement does not necessarily mean the pact will be put off.\u003cbr/\u003eReports from Baghdad indicate the likelihood that Shiite and Kurdish members of the parliament would accept a Sunni Arab proposal to the agreement is being negotiated in a democratic setting in an Arab nation in the Middle East.\u003cbr/\u003eRice said she has recently been focused on the issue of piracy off the Somali coast.\u003cbr/\u003eShe said the US is working through the United Nations in an effort to stem the attacks, but she noted that a more stable Somalia would be necessary to bring an end to the raids on international shipping.\u003cbr/\u003eOn the issue of the Six Party talks, Rice said diplomats will be pushing hard at a six-nation nuclear disarmament meeting next week in Beijing to settle on a process for verifying North Korea's atomic activities.\u003cbr/\u003eRice told reporters Wednesday that \"there is no other purpose for the meeting\" than to agree on a verification protocol.\u003cbr/\u003eNorth Korea agreed last year to disable its nuclear reactor under a disarmament-for-aid pact reached in the multinational talks.\u003cbr/\u003eIt recently has denied having agreed to allow inspectors to take samples from its nuclear complex to verify past nuclear activities.\u003cbr/\u003eRice says diplomats \"have a document; we also have a number of assurances and a number of understandings that now will need to be codified by the six parties.\" \u003cbr/\u003eThe Secretary said that any decision on whether to send US diplomats to Iran for the first time in three
