Mid of media taking photos of panel\u003cbr/\u003eThe Intergovernmental Panel on Climate Change (IPCC), a network of more than two-thousand scientists, opened a five-day meeting in Brussels on Monday, to finalise a report on how warming will affect the globe and whether humans can do anything about it.\u003cbr/\u003eThe panel were expected to paint a bleak picture of increasing poverty, paucity of drinking water, melting glaciers and polar ice caps, and a host of vanishing species by mid-century unless action is taken to curb emissions of carbon dioxide and other heat-trapping gases.\u003cbr/\u003eA draft of the IPCC's summary has been obtained by The Associated Press, but policy makers will go over the document line-by-line this week before unveiling the final text on Friday. \u003cbr/\u003eIt will then become a guideline for governments to determine policies and draft legislation.\u003cbr/\u003eThe chairman of the IPCC, Rajendra Pachauri, said the work of the group is \"critically important.\"\u003cbr/\u003e\"I think from a human point of view this is absolutely critical. Bush whose administration has declined to take coordinated action with other nations to limit greenhouse gases.\u003cbr/\u003eThe latest report was six years in the making. \u003cbr/\u003eAs the meeting opened Belgium Prime Minister Guy Verhofstadt said he called upon other industrial states, \"especially the United States, India and China\" to sign the current Kyoto agreement and to start working towards the new \"extended goals\" outlined by the IPCC.\u003cbr/\u003eSince the IPCC's 2001 assessment, knowledge about climate change has become more precise, and studies have tracked specific shifts on the ground to changing temperatures and weather patterns.\u003cbr/\u003eThe report will offer stark warnings for the future.\u003cbr/\u003eWithin 25 years, hunger and death from diarrhoea will threaten poor countries where crops fail and water becomes more scarce. \u003cbr/\u003eLater in the 21st Century, warmer seas will likely destroy coral reefs and the fish that feed off them, and may lead to the poisoning of shellfish. \u003cbr/\u003eTens of millions of people in coastal cities and river basis will likely be affected by flooding, and fresh water supplies will likely be inundated with salt water from sea surges.\u003cbr/\u003eSmall islands will probably be submerged by rising sea levels. \u003cbr/\u003eBeetles and other pests are expected to infest forests even more, with forest and wild fires more frequent and widespread.\u003cbr/\u003eBut the scientists say not all these dire consequences have to happen. \u003cbr/\u003eA third report to be released in May
