Wide of boat with Havana in the background\u003cbr/\u003eA rare yachting regatta took place in Cuba on Friday to mark the twentieth anniversary of a local yacht club named after the American writer Ernest Hemingway, who lived in Cuba for a time.\u003cbr/\u003eBoats from France, Italy, Canada, England and China joined at least four Cuban boats in the event hosted by the Hemingway Yacht Club in Havana Bay. \u003cbr/\u003eBut of the 11 boats involved in the regatta, only one was flying an American flag.\u003cbr/\u003eThe Commodore of Hemingway Yacht Club, Jose Miguel Diaz, said he was disappointed more US citizens didn''t take part.\u003cbr/\u003e\"The nautical history between Cuba and the United States is a very rich one, of friendship and respect. It''s the example of Hemingway, who is a symbol to me because of that,\" said Diaz.\u003cbr/\u003eDiaz said many US boat owners shied away from participating in the regatta because of a George W. Bush-era presidential decree that could make them liable to penalties and fines if they transit US waters to participate in an event in Cuba.\u003cbr/\u003eThe owner of the US vessel declined to speak on the record to The Associated Press.\u003cbr/\u003eIt is legal for US-flag vessels to enter ports in Cuba under various international treaties. \u003cbr/\u003eThey are restricted, like all other US citizens who visit here, to spending limitations, but under international maritime law, have free access to any port under \"safe passage\" laws.\u003cbr/\u003eYachting events are rare in Cuba, where
