memory.\u003cbr/\u003eBut they warned it was a race against time to get aid to survivors before they succumb to disease.\u003cbr/\u003eThe world leaders gathered for a day in Indonesia, hardest hit by the December 26 disaster, to figure out the best way to speed aid to victims. \u003cbr/\u003eUN chief Kofi Annan urged nations to immediately come forward with the (B) billions in aid they've promised, amid warnings the death toll may double because of outbreaks from unsanitary and crowded conditions in relief camps.\u003cbr/\u003eWhile nearly four (B) billion US dollar has been pledged worldwide, the United Nations has warned that - as in previous disasters - some of the promises might not be honoured.\u003cbr/\u003eAnnan said the number killed across Asia and Africa would likely exceed 150-thousand, but added the exact figure would never be known. \u003cbr/\u003eThe World Health Organisation has warned the toll could double if aid doesn't reach survivors soon.\u003cbr/\u003eAs the conference ended, delegates issued a declaration pledging to work together to help the devastated region recover.\u003cbr/\u003e\"This unprecedented devastation needs unprecedented global response in assisting the national governments to cope with such disaster,\" the declaration said.\u003cbr/\u003eThe relief and reconstruction could take up to a decade, the leaders said.\u003cbr/\u003eThey also announced they would set up a tsunami warning system to ensure that next time such a wave is generated coastal residents will have time to flee to higher ground.\u003cbr/\u003eA warning system - like the one already in place in the Pacific - should be established in the Indian Ocean as quickly as possible, the leaders agreed.\u003cbr/\u003eJapan planned to offer technical expertise to set up the warning system. \u003cbr/\u003eThe country has one of the world's most advanced networks of fiber-optic sensors, which can warn of deadly tsunami within two minutes of a quake.\u003cbr/\u003eIn their closing declaration, the world leaders also called for the UN to take the lead in coordinating the relief effort.\u003cbr/\u003eUS Secretary of State Colin Powell told delegates the US would let the UN coordinate relief work. \u003cbr/\u003eSoon after the tsunami struck, Washington had said it and a few other countries would lead the aid
