Various, street shots\u003cbr/\u003eVigilante groups armed with cutlesses and clubs have begun appearing in Nigeria, setting up roadblocks, searching people and vehicles and 'arresting' suspected members of the Boko Haram militant group.\u003cbr/\u003eMost of the thousands of suspected members of Boko Haram arrested in Maiduguri, birthplace of the Islamic extremist network, have been discovered by these young volunteers who call themselves the \"Civilian JTF,\" fashioned after the military Joint Task Force sent to enforce a 3-month-old state of emergency and hunt the extremists down.\u003cbr/\u003e\"We know who these people are because they have been terrorising us for years so we are best placed to sniff them out,\" said Garba Madu, a middle-aged man called the chairman of Civilian JTF in the city's Moduganari neighborhood.\u003cbr/\u003eHe decided to take action after thousands of troops moved into the city mid-May. The vigilantes began emerging six weeks ago.\u003cbr/\u003e\"For the past five years we have been under serious attack: our wives, younger brothers and other family members have been killed.\"\u003cbr/\u003eHe said they had arrested three suspected Boko Haram members in the immediate environs and \"countless others\" elsewhere.\u003cbr/\u003eAsked how they identified Boko Haram, Elias Idriss said Boko Haram are part of the community: \"Those people are our brothers who live in the same compound.\"\u003cbr/\u003eThese civilian vigilantes are supposed to hand over suspects to the military or police. But that does not always happen.\u003cbr/\u003e\"We cannot arrest until we confirm (that they are Boko Haram). We cannot kill until we confirm,\" Idriss said.\u003cbr/\u003eMany residents welcome the vigilantes and attribute to them some of the relative peace that has returned to the city. Others fear they could become a force as troublesome as the enemies they are confronting.\u003cbr/\u003eNobody knows how many hundreds have joined the vigilantes.\u003cbr/\u003eAmong the newest recruits is a 48-year-old woman who said she has lost her entire family to Boko Haram and the military crackdown.\u003cbr/\u003eExtremists killed first her father and then her husband earlier this year, Habiba Saadu said.\u003cbr/\u003eLast week, soldiers raided Modunganari for suspects who took away her three children, two adult sons and a girl still in high school. \"They took them away last Saturday (Aug. 3) and I have not seen them since,\" she said, her face hardening with resolve as she caressed a cutlass resting on her hips.\u003cbr/\u003eAs colleagues stopped a bus and ordered passengers out, the women lined up on the roadside in front of Saadu, who gripped her weapon under one arm so she could use both hands to search under the women's veils.\u003cbr/\u003eOn the road, a teenager brandishing a club screamed at an elderly man trying to bypass the block. It's an unseemly sight in a country where age traditionally commands respect.\u003cbr/\u003eIt's become fashionable to be a vigilante, some using scarves to disguise their faces, just like Boko Haram, others hiding behind dark sunglasses.\u003cbr/\u003eAsked about fears of abuse, Borno state Deputy Gov. Zanna Mustapha noted first that the Civilian JTF \"has been welcomed by everyone including the military and the government.\"\u003cbr/\u003eHe said they were aware of abuses, such as the burning down of the house of a senior state politician. The vigilantes acted after the military refused to arrest him, saying they had no evidence he was supporting Boko Haram.\u003cbr/\u003eAsked about indications they have also killed suspects, Mustapha signalled this was not surprising in a country where a suspected thief can be lynched.\u003cbr/\u003e\"It is not acceptable by law but when it happens, we have to look at it and make sure it doesn't happen again,\" Mustapha said.\u003cbr/\u003eHe said security forces in Maiduguri have released more than 100 people turned over by the vigilantes.\u003cbr/\u003eMustapha is starting a programme this month to train thousands of unemployed and disaffected youths, an easy target for extremist recruiters, to form similar \"community watch\" groups who would be paid by the
