The LDK 21 percent,\" he said.\u003cbr/\u003eThe result confirmed that Thaci's Democratic Party of Kosovo (PDK) won the poll snatching the province's leadership in the parliament and most local councils from the Democratic League of Kosovo, which trailed in second place with 21 percent.\u003cbr/\u003eKosovo's leaders sought to dampen concerns on Monday that an election victory by the ex-rebel leader would lead to an immediate declaration of independence when deadlocked talks over the province's future end in three weeks.\u003cbr/\u003eThaci, a former ethnic Albanian rebel who fought Serb troops during the 1998-99 war and whom Serbia accuses of war crimes, told the Associated Press that if he becomes prime minister, Kosovo's leadership would swiftly declare independence from Serbia in the event no deal is reached.\u003cbr/\u003eBut after a plea by European Union foreign ministers on Monday, Thaci said any future decisions would be made in coordination with the United States and the EU.\u003cbr/\u003eSerbia has warned that unilateral moves that curb its formal sovereignty over the province - such as declaring independence - would endanger the region's stability.\u003cbr/\u003eThaci then travelled to the Belgian capital, where Kosovo's negotiators will meet international envoys and Serbian officials for another round of talks on Tuesday.\u003cbr/\u003eKosovo's president, Fatmir Sejdiu, also struck a conciliatory tone about the future if talks fail.\u003cbr/\u003eHe said Kosovo's ethnic Albanian leaders would hold consultations to discuss what steps to take if the talks fail, indicating a declaration of independence would not immediately follow the end of formal negotiations with the Serbs.\u003cbr/\u003eSejdiu's League of Democratic Kosovo, which had led the parliament and the government since the first post-war general election in 2001, ranked second with 21 percent. \u003cbr/\u003eSejdiu said talks on forming a coalition government should not stall the province's quest for independence.\u003cbr/\u003eDecisions on Kosovo's status are made through a forum of ethnic Albanian leaders, who include the province's prime minister and opposition politicians.
