Many of them are among the millions of Italians out of work.\u003cbr/\u003eItaly has one of the highest unemployment rates in Europe.\u003cbr/\u003eThe government estimates unemployment at 10.4 per cent.\u003cbr/\u003eBut the Italian jobless rate is at its worst in the south where 21.9 per cent of the population is without work.\u003cbr/\u003eIn Palermo, Sicily and in Naples, young people fill the streets selling contraband cigarettes and audio cassettes. \u003cbr/\u003eOfficial figures indicate that nearly 56 per cent of young people in southern Italy are unemployed.\u003cbr/\u003eOn the streets of Palermo a man who sells bread criticises the European Union for doing nothing to solve the problem.\u003cbr/\u003eSOUNDBITE: (Italian)\u003cbr/\u003e\"They must create jobs -- here everyone is out on the street without work. My son, you know how it is, he goes from one job to another.\"\u003cbr/\u003eSUPER CAPTION: Palermo resident\u003cbr/\u003eBut the young people in the south are not the only ones in trouble.\u003cbr/\u003eEven among Italy's educated middle class, those in their thirties are also finding it difficult to make a living.\u003cbr/\u003eThirty-one-year-old Claudio Procaccia is finishing his P-h-D. \u003cbr/\u003eDespite his age, he still lives with his mother in Rome.\u003cbr/\u003eWhen he gets his degree he hopes to eventually find a job, but he's not optimistic.\u003cbr/\u003eProcaccia says his only option might be to leave the country to find work.\u003cbr/\u003e\"Most of my friends prefer to live on their own, but unemployment in Italy and in Rome is really high. They can find some kind of job for a short time, but they can't plan anything because they don't know exactly what they're going to do in a few months. Also, if they can't get a job, they don't have enough money to pay rent and then to make a shopping or pay the lights or gas, everything.\"\u003cbr/\u003eSUPER CAPTION: Claudio Procaccia, Student\u003cbr/\u003eGrowing unemployment is to be discussed at the  G-7 meeting Monday and Tuesday in the northern French city of Lille. \u003cbr/\u003eBut differences in strategy between the seven richest industrial nations - from the noninterference policies of Britain and the United States to the state interventionism of France and Germany - make finding a concrete remedy difficult.\u003cbr/\u003eCountries like Italy are being encouraged to take drastic measures to shape up their economies and become part of a common European currency by the end of the century.\u003cbr/\u003eBut these measures can be disastrous for employment.\u003cbr/\u003eSOUNDBITE: (Italian)\u003cbr/\u003e\"Now Italy no longer has the policy instruments of deficit and of debt to maintain its equilibrium because it must stabilise the deficit and debt according to the parameters of Maastricht.
