Wide shot of ministerial photo opportunity\u003cbr/\u003eUS Secretary of State Colin Powell challenged foreign ministers of the Organisation of American States on Monday to join the United States in finding ways to \"hasten the inevitable democratic transition in Cuba.\"\u003cbr/\u003ePowell told his 34 colleagues from Latin America and the Caribbean that any such steps would be consistent with the OAS Inter-American Democratic Charter, approved in 2001.\u003cbr/\u003eThe charter, Powell said in a speech, \"declares that the people of the Americas have a right to democracy. It does not say the peoples of the Americas except Cubans have a right to democracy.\"\u003cbr/\u003eThe Cuban issue generally has been off-limits for the OAS, which is holding its annual foreign ministers in Santiago, Chile. Over the decades the United States has not encouraged an active role for the OAS.\u003cbr/\u003eOAS' reluctance to tackle the issue was reflected in the tepid response of member states to sign a US-backed declaration earlier this spring criticising the Cuban crackdown on pro-democracy activists.\u003cbr/\u003eSeventeen OAS members signed the declaration while 17 others chose not to. \u003cbr/\u003eMost opposition came from Caribbean countries, which have contended that any OAS action on Cuba would be inappropriate because Fidel Castro's government is not in a position to defend itself.\u003cbr/\u003eThe Cuban government was excluded from the OAS in the early 1960s on grounds that the country's Marxist-Leninist system was incompatible with hemispheric principles.\u003cbr/\u003ePowell criticised the March crackdown on Cuban dissidents, saying these activists were merely seeking to \"act on their basic human rights.\"\u003cbr/\u003eHe also protested what he called the \"harsh sentences\" meted out against them.\u003cbr/\u003eThe European Union and the United States both have reacted sharply to the crackdown. The EU has said it is cutting back on high-level visits to Cuba and reducing ties in other areas.\u003cbr/\u003eThe Cuban government insists that the activists were subversives who collaborated with the US diplomatic mission in Havana. The government staged an anti-American rally in the Cuban capital on Saturday.\u003cbr/\u003eAlso on Monday, Argentina's Minister of Foreign Affairs, Rafael Bielsa,  called upon the OAS to conduct a ministerial meeting in the upcoming year to deal with the evasion of capital in the region.\u003cbr/\u003eThe principal theme of the OAS meeting is the strengthening of democracy in the
